09-20-94~~ A regular meeting of the Hopkins City Council was held on September a0, 1994 in the Council Chambers of Hopkins City Hall. Present ware Mayor Rsdapenninq, Councilmembers Anderson, Hasch, Rrit$lar and Maxwell. Also present ware staff members Genellie, Harmeninq, Gustafson, Harrigan and City Attorney terra Miller. I. BLARE SCHOOL REVENUE BOND (Rpt. 94-173) Staff rec~4ndad approval of Resolution No. 94-87, authorising the sale and delivery of $5,5 million revenue bond series 1994 (Blake School Project). t ~ September Z0, 1994 Pegs Z Approval of Resolution 94-173 will allow Blake school to ~~leta remodeling and additions to the school. Mayor R;edepennfnq opened the public hearing at 7:4a p.m. Douglas McClure, Blake School Finance Director, appeared before the Council to answer any questions the Council might have. He showed the Council the addition to the school and discussed the renovation Headed to upgrade the school. Hearing no more com®ents Councilmamber Maxwell moved and Councilmember Anderson seconded the motion to close the public hearing at 7:47 p.m. Councilmembar Maxarall moved and Councilmembsr Anderson seconded the motion to approve Resolution No. 94-87. The motion carried unanimously. VI. OLD BUSINESS a. CONSIDffit ACTION - BID ANARD MAETSOLD FIELD CONCESSION BUILDING (Rpt. 94-173) Staff recommended adoption of Resolution No. 94-86 for award of bid to C. O. Field and Company and an amendment to project budget in the amount of $80,000. Les Gustafson discussed with the Council the need to raise the original project budget. He also stated that the Park Board voted to support the request. Councilmember Hesch thanked Councilmambar Maxwell for the pr~,~Pi. action calling the Park Board to a spacial meeting to discuss the additional funds. Councilmember Anderson moved and Councilmember Rritsler seconded the motion to adopt Resolution No. 94-85. CONSIDER ACTION - SECOND READING, DISPOSAL OF PERSONAL OR SURPLUS PROPERTY (Memo) Staff recommended adoption of Ordinance No. 94-743 for second reading and order publi~h~q~. The action would continue the process of amending Section 305 of the Hopkins City Coda in regard to the disposal of personal and surplus property. Councilmember Anderson moved and Councilmember Hesch seconded the motion to adopt Ordinance No. 94-743 for second reading and order published. CONSIDER ACTION - TERI~i LIMIT INITIATIVE PETITION (Memo) ._ Jerre Miller gave an ~overvieat of the legalities on the petition stating that ft was unconstitutional for local governments to impose term limits. September a0, 1994 Page 4 After further discussion Councilmembar lrtaaxMall moved and Councilmembar_Rrit$lar seconded the motion to reject the proposed ordinance and decline to place the Ordinance on the general election ballot for the November 8 general election. CONSIDER ACTION - EXffiKP'PION TO S$CTIOH 940 OF TH$ HOPRINS CITY COD$ (Rpt. 94-174) Staff raco~m®anded that the Council approve an exemption for Mr. Dale Mojcik from Section 940 of the Hopkins City Code. Mr. Genallia gave a summary of the request and the terms and conditions of allowing Mr. 1~ojcik to keep his pet monkey. Mr. Mojcik appeared before Council explaining the need for keeping his monkey. CONSIDER ACTION - INSTALT~TION OF TBLa~'nOra CABL$ (Rpt. 94-178) Staff recoam~mendad that Council ap~~.re the expenditure of not more than $x3,000 to install conduit and telephone cable between City Hall and the Public Norks. 1~`r. Ganellia discussed with Council the advantages of doing the installation at this time. Councilmember Rritsler moved and Councilmamber Hasch seconded the motion to approve the expenditure. The motion carried unanimously. ti t~,.~l.embar Z0, 1994 Page 5 c. DISC[TSSION - CATS (Memo) The City has received a number of complaints regarding cats. The complaints tend to fall in the follorinq categories: a. Cat bites. b. The number of cats a household has. There is no ordinance limiting the number of cats that a household may have. Thera is a limit of tro dogs per household. c. Mandarinq cats or cats roving about the neighborhood. Controlling rendering cats could require a major effort including licensing of cats. The Police departments does not keep track of every complaint that it receives regarding cats since there if no ordinance regarding cats. Herb and Marjory Molf appeared before Council regarding the cat situation. Mr. stated that his neighbor has a3 cats stored in cages and kept in a garage. He stated that smell and noise are extremely bad and the surrounding neighbors are vary upset over the situation. He also stated that ha had triad to talk rich the neighbor and was met rith severe hostility. Attar discussion the Council directed staff to check rith other cities on how they handle the situation. Staff ras also directed to draft an ordinance concerning the number of cats that are allorad in each household. VIII. R$PORTS - CO~II~II•i-raaS/ Councilmember Hesch said that Council had received a latter froa® the Jaycees endorsing a ner program called Jays to create ararenass to support state minimum age lace and secondly, to reduce accessibility of cigarettes, in particular, as cell as other aqa restricted products to young adult in Hopkins/Minnetonka This program is sponsored by the Hopkins and Minnetonka Jay~,e~d. She stated that she aould take this letter to the Chemical Health Commission to seek additional support from the Commission. Councilmambar Hesch also informed the Council that a Torn Meeting for Parents rill be held in Minneapolis on October 6, 1994. She suggested that anyone interested in attending should call her for more information. September a0, 1994 Page 6 ly`r. Harmeninq said that the demolition of Suburban Chev is proceeding very well and that he had not received any ~~laints from the public on the noise or dust.
