I. CALL TO ORDEtt Nayor Radepsnninq called the meeting to order at 7:30 p.m. II. OPEN AGENDA -PUBLIC COM~lEL~ITS/CONc:txNS Mayor Redepenninq made a statement about the present situation rith the video store. John Chisham, 14 lath Avenue North gave a brief statement asking concerned citisans to meet rith him at the Boston Sub at 8:00 p.m. III. CONSENT AGENDA 1. CONSIDER ACTION -MOVE TO AUTHORIBS STANDARD OrF81i TO P[JRCHASE FORM FOR PURCHASE OF BURLINGTON NOR~tti:seirT RAILROAD PROPERTY (Rpt. 94-194) Staff recomnnended that the Council authorise the City Manager to execute a standard offer to Purchase Form rith Rail Property Management for the purchase of the Burlington Northern Railroad property east of T.H. 169 in the amount of $6,000. Lee Gustafson discussed the purchase of the property rith the Council. - -.^ 1 October 18, 1994 Page Z Charles Tschida, aZ5 Madison Circle appeared before Council to state that ha is 99~ in favor of the purchase. Ha supported a calking and bike path but was opposed to any kind of a road . After further discussion Councilmea~ber Rritslar moved and Councilmember Hasch ~~ndad the motion to aPpso.re the City Manager executing the standard offer to Burlington Northern Railroad purchase. A poll of the vote ras as follows: Councilmember Anderson, Aya; Councilmembar Hasch, Aye; Councilmamber Kritsler, Aye; Councilmember Maxwell, Aye; Mayor Redapanninq, Aye. The motion carried by unanimous consent. at this point in the meeting three yaunq ladies appeared to ask the Council to consider helping to find some place for teens to qo. b. DISCQSSION - ~:sL~iuY ~ 8 CONCEPT R$VII~ - COUNTY ROAD 3 AND 11TS AVsnua (Rpt. 94-193) This item Mae a concept caviar and required no action. The applicant is ~soposinq to construct a building on the R. L. Johnson, B3 coned property located at the southeast corner of County Road 3 and 11th Avenue. The structure Mould contain tro restaurant: Mandy~s and Tim Horton~s. Tim Horton s is a fast food bakery/deli type facility. 18z. Kerrigan appeared to give an overviar of the project. Tod Johnson, Attorney representing Mendy~s introduced Bob Baldwin, John Noga, Uri Osgove rho described the project. The Council generally indicated that they could prefer a sit down restaurant. c. MORATORIUM - ADULT ORI~ri•SU BQSIN$SS (Rpt. 94-193) Tam Harmeninq explained the Head for a moratorium. Ha also explained chat steps rare necessary for adopting an emergency ordinance. Councilmamber Maxwell asked rhathar video stores be included. City Attorney terra Millar said that it could. Genellie reported on the recommendations that will ba made to the Charter Coa~ission concerning the date of City elections. The Council had no coms~ents. VI. REPORTS - CO~IIKI•rraaS/CO1~II~IISSIONB Councilmember Hesch reminded the Council about the Turn Off the violence march.
