Present were Mayor Berg, Counc;il- members: Kritzler, Redepenning, Shirley and Anderson. Also present were City staff Mielke, Harn~ening, K,srrigan, Steinman and Tom Anderson. I. Disctresion - Merrbdly Handicapped Howinp Pro~sct -Fraser Group Harnnening reviewed the Fraser pnject. Purpose of discussion is to provide feedback to Fraser on the CounclPs desire to consider a proposal. Issues discussed include: public financing of project, need for project of the type proposed by Fraser, amount of subsidized housing in Hopkins, bcation of project. Discussion -Housing Malrrtsnan©s Codes Ths purpose of discussion is to review existing inspection practices and codes and to discuss possible new initiatives to improve or irxx~ease Dods activities. Tom lnderson reviewed the existing programs and discussed the Council's current goal to maintain and improve the City's building sfiock He indicsted that the inspec- tions department now has most of the tools needed fio enr+oroe maintenance, but also stated the need to upgrade and improve some minor areas o-F enforoernent. Examples cued include; painting, minor repairs, etc. He indicated that staff is reviewing the Min- neapolis ordinance as a guide. Issues discussed include: a conoem about the deterioration of multiple family dwell- ings, need to inspect regularly, the 2J4 unite multiples, conoem about being fioo hard on people, problems are due to rerrtal situations, single family and duple~c units that have bey allowed to deteriorate and beoorr~e detrimental to the neighborhood. Councilmembers Kritzler and Anderson volunteered.
