A regular meeting of the Hopkins City Council Mas held on
flay 4, 1993 in the City Council Chambers of the Hopkins City
Hall.
Present Mere Mayor Berg, Councilmembers Anderson, 1Critsler
and Redepenninq. Also present were staff a~ecsbers Mielke,
Genellie, 8armeninq, Gustafson, Stei~an, Strachota and City
Attorney Jerre Millar. Cauncilmember Shirley eras absent.

Mayor Berg called the meeting to order at 7:30 p.B

Leo Esget, ParkMay Tray Service appeared before Council to
ansMar questions. 8e stated that the landscaping Mould be
completed by August i, 1993.
After further discussion Councilmambar Anderson coved and
Councilmember Redapanninq seconded the Motion to approve
Resolution No. 93-41.

Staff recommended adoption of the follo~rinq motion: [ova to
provide payment of $iZ,aa1 to the Raspberry Festival
Association for the purchase of 135 l~ainstraet Banners, Mith
the understanding this amount Mill be repaid to the City by
November 1, 1993.
Paul Steinman e~cplainad the situation to the Council
concerning the needed funds. 8a also asked input from the
Council on the proposed design and color s~~d+^a of the
banners . He provided e~casples of tMO types of banners Mhich
has been selected by Raspberry and the banner cammittea.
Jim Thompson assured the Council that the Finance Committee
had ap~~red the pur~b~~- of the banners and Mould
appreciate the help.
Councilmembar Redapenning moved and Councilmember l~itsler
-s~ndad the motion to loan the Raspberry Association the
money for the banners until November 1, 1993.

Council to hold the 59th Raspberry Festival.
Councilmembar Redepanninq moved and Councils Anderson,
seconded the motion to grant the request.

Staff racosmended the follavinq action: Move to adapt
Resolution No.93-4Z authorising the Mayor and City Manager
to enter into an agreement Mith Hennepin County for the
upgrading of railroad crossings on County Road 3, east of T.
H. 169 .
Mr. Gustafson e~cplained that the City cost Mould ba about
$29,000. Hennepin County Mould pay for i/3 of the cost plus
the traffic signals, etc.
After further discussion Councflmembar Redepenninq moved and
Councilmembar Anderson seconded the motion to' adapt
Resolution No. 93-4Z.

d. DISCQSSION -PAVILION S~~ffit n~uxS
Staff recomom:ended a change in section 5.03 of the
legislative policy #5-$ Pavilion Operation. The current
policy under section 5.03 states "On days Mhan there era no
dry floor events scheduled the facility Mill ba open Tuesday
and Mednssday 8:00 a.m. to a:30 p.m., Thursday and Friday
8:00 a.m. to 8:00 p.m. and Saturday and Sunday 1x:00 p.m. -

The currant Legislative Policy #5-E was written October 16,
1990 prior to the opening of the Hopkins Pavilion. At that
time staff and Council could only speculate as to haw the
Pavilion would be used by the community. The last two
summers attendance ra~~ds shave very little to no activity
during open, unscheduled hours. Staff feels that the
j Pavilion could save a substantial amount of personnel and
operating costs by cutting back on these open unscheduled
hours and have little or no affect on the coea^~unity.
Jay Strachota felt that the savings would bs substantial by
reducing the hours. 8a also stated that the pavilion would
still•ba available for outside activities.
Council~~~ Radepenninq moved and Councilmembsr l~itslar
seconded the motion to a~~~•wro the time changes.

d. DISCQSSIOI~ - R$FQS$ SYSTffi[
The discussion of the City~s solid waste 1~lanagemant program
was prompted by a nave requirement in the Gaeta ~lanagemant
Act which takes affect January i, 1994. Because of this,
staff is reviewing minor changes to our refuse, brush and
yard waste operations taking into account that this may
commit the City, long-term, to municipal raf`ase collection.
Lae Gustafson stated that it is staffs intent to do a
complete financial review of the Ref~sa Utility factoring in
the following outlined changes. This would include the
purchase of a new truck, new containers, etc. This would
also affect the billing procedure requiring changes to be
made.
After discussion Council thanked lam. Gustafson far the
report and will look forward to the final report.

Mayor Barg announced that the Council had been invited to
the Sonoma ground breaking ceremony to ba held on ~ednasday,

He also invited everybody to shoe up for Nainstreet days.
This year Nainstraat days Mill have a new format and rill be
held from Nay loth through Nay sand.
