A regular meeting of the Hopkins City Council was bald on
July Z0, 1993 in the Council Chambers of the Hopkins City
Hall.
Present Hare Mayor Rsdapenninq, Councilmembars Anderson,
Basch, Rritalar and Haswell. Also present were staff
ma®bars Mielka, 8araeninq, Gessala, Gisborne and City
Attorney Jerre Millar.

Mayor Radepenning called the a~satinq to order at 7:30 p.m.

Pat Gisborne administered the Oath of Office to Jan Holan as
a member of the Charter Comarission.

Councilmamber Hasch questioned the regulations of the City
on gambling. M~. Mielka stated that the City does Nava a
policy but the policy could ba mots restrictive and would
look into the policy.
Counci~~r Naxwell asked about the address used by the
Jaycees. 1~. Mielke eYplainad that address eras the new
~A~rass of the building that they bought.
Pat Gisborne sYplained that it wss the license that they
held at the Boston Sub and was being transferred to their
near address.
Councilmembar Ma:carell moved and Councilmamber Anderson

The City Council finds and declares that the proper
operation of daa~ocratic y~rirnmsnt requires that public
officials and employees bs honest, impartial and responsible
to the people; that nt decisions and policy be made
in the proper charnels of the y~.~t~sent structure, and that
public office not ba used for personal gain; so that the
public will have confidence in the integrity and the ability
of its y~~arnment. In recognition of thaw goals, this
policy is established to guide all officials and employees
of the City of Hopkins, rhather elected or appointed, paid
or unpaid, including mdabers of boards, caaittaes,
co~fssions, and volunteers of the city.
Z . Conflict of interest
No public official, employes, or volunteer shall grant any
spacial consideration, treatment or advantage to any beyond
that which is available to awry other citisen.
3. Gifts
The City of Hopkins encourages gifts and ~~n~tions to
enhance the quality of life in the City and to imrz~~a the
efficiency and effectiveness of city services . The purpose
of this policy is to sat up procedures for receipt of gifts
and donations to the City of Hopkins.
Mayor Rsdapsnninq asked ID:. Kislke if the City could rafus

donations in the past.
Councilme~eber ~ax~rell asked 8r. Millar if ha had ravia~red
the policy. 1~. Killer responded that he had and in his
opinion it `ras very clear and tr~ell presented.

proposed policy. 8a also stated that copies era available
to the citisens should the request one.
8ayor Radapenninq requested that a copy of the proposed
ethics policy be sent to all of the Comsittee and Ccsaeission
members.

with th Council.

inn Curtis, Cfty prosecutor, appeared before Council to
update them on the legal action that has bean taken on
behalf of the City. ~. Curtis said that the first court
~+~~rinq would take place on fly Gist. This action vas taken
because of the failure on 8r. Hart'an, owner of H i H Pines
to ~rsovida a store shelter or make other required
improvements.
In Feb~•uary, 1993 , a latter vas sent to Hartman regas•~ i *u3
his failure to seat th® a-dines of 8CC 450. The latter
ordered Hartaan to complete a store shelter or emergency
evacuation plan within 30 days, to coo~3ate work on the
park'•s electrical system by May Z1, 1993 and to complete all
other requirements of HCC 450 by one Zi,. 1993.
l~s of JHns 7, 1993, none of the ~~ aslinas had been set and
none of the raquirsents completed. 1~1 letter vas again sent
to 8r. Hartman indicating that the Hopkins City Council
would be seating to discuss the status of the case and that
if he did not provide inforaation regarding his plans to
complete the requirements of 8CC 450, it vas likely that the
Council would take action. M`r. Hartman neither provided
plans no appeared and therefore, actions vets co®menced.
1~. Curtis explained that should 8r. Hartuan not show up at
the hearing or send someone to take his place a warrant
could be issued for his arrest in the State of Kinnesota.
The entire Council agreed that the health and safety of the
residents of the park is the most important issue at this

!~. Harseninq explained that residents of the park had bean
informed that certain improvame~nts to their hoses very

Councilsasbar Hritsler stated that residents welfare must ba
kept in rind at all times.
Councilmembar ~laxvell asked how many units ware occupied at
the present time. 8r. Curtis said that 55 units were
occupied and the balance ware abandoned.
Hr. Harsening said that he would sand a latter to the
residents updating th~es on the progress.
1~'r. Curtis also gave the Council alternatives on the
necessary repairs that the City oouYd take. He also said
that the shelter has to be done.

Mayor Radepenninq thanked Councilmember Hesch for all of her
~rork on the development issues.
Councilmember ~ftsler ~-elcomed the ner Councilmembers. He
also congratulated the Raspberry Festival Comssittee for a
~ronderful festival. Councilmeaber ~C'rftsler thanked Vern
Pancxat$ and the public ~rorks department for the excellent
contributions in the clean-up procedure.
1~. l~ielka thanked the volunteers stating that over 70
volunteers helped throughout the festival. He also stated
that 30 City personnel also volunteered their time.
Tom Harmeninq informed the Council that the Phipps Center
for the Arts in Hodson, Nisconsfn has extended an invitation
to the Council to came and revier their facility.
