Present Here Mayor Redepenninq, Councilmenbers Anderson, Hesch, Rritsler and Maxwell. Also present were staff members Mielke, Genellie, Harmeninq, Gustafson, Cassels, Kerrigan and City Attorney Jerre Miller. I. FIRS CHIEF DAYS 1Q~OCffiC AND TRAirirO CHIEF DALE SPEtacaN RS: ca"'1'~r1AL PARADE AND •1•iSL~I.1• DANCE Dave Rlocek appeared before Council to update them on the Centennial planned for August 14, 1993. He told the Council that by searching records he had found that the department had visited schools teaching fire prevention through education in the 1930~s. This program has also been part of the program of the present fire department. Ha said the Community should be very proud of their fire department. r l~ugust 3 , 1993 Page Z Dale Speckan updated the Council on the plans for the Centennial celebration. A parade is scheduled for li:0o a.m. on the 14th of August. After the parade there Mill be demonstrations at the Honayrell lot until 4:00 p.m. rith food provided by the Hopkins Jaycae~s. A tent dance gill be held in the evening on 9th Avenue and Nainstreet. Many other activities gill take place also. Iv. OLD BUSINESS a. CONSIDffit ACTION - SEi~ffit S NATO - 1711 FIRST STREST NORTH (Rpt. 93-iZ3) Staff reca~e~ndad the follavinq motion: Move that Council accept a feasibility report but decline consideration of an improvement project as it pertains to installation of sanitary and rater services at 1711 1st Street North and further move that Council racorend mediation services to resolve civil issues batrean neighboring parties as they pertain to a septic system located at 1711 let Street North. lam. Gassala e~cplained the results of the study to the Council. If the property rare to be hooked up to Cit serer and Mater the construction costs are astiaated at $ 2,500. Katherine and Philip Gonsalas appeared before Council explaining that rhea the bought the property they rare told that the system Mould be removed and the easement could expire D~~i.embsr 1, 1993. They had concerns about reselling the property should this not occur. They also stated that they could ba interested in purchasing part of the property at a reasonable price should the house be removed. lbs. NEN suslNESs a, CONSIDER ACTION - Pa~•T~INARY/FINAL PL~iT SONO~lA APAR'P~lENTS (Rpt. 93-1a5) Staff recomm4ended the following motion: Kowa to a~~~va Resolution No. 93-81 approving the preliminary/final plat for Sonoma Addition. In 1992 a conditional use permit was granted for the construction of a a4 unit handicapped housing project on the northeast corner of County Road and 5th Avenue. One condition of the conditional use permit was that the site be re-platted. The applicant is now requesting the ra-platting of this property. The purpose of the re-platting is as follows: o to coambina the various into one single sits. o take into consideration a portion of the property and for Dow Towers. o allow for dedication of Fifth Avenue. single family lots that exist that the Hopkins BRA will own ba constructing a parking lot additional right of way along Staff also recommended that the park dedication fee be waived. The Planning Commission recommended that the park dedication fee be paid by the developer. After discussion Councilmember ~itsler moved and Councilaember Basch seconded the motion to approve Resolution No. 93-8i and waive the park dedication fee. CONSIDER ACTION - AaNrarIN COUI~TTY CO1~II~lOI~TITY PROVIDERS PROGRAM (Rpt. 93-lea ) August 3, 1993 Page 4 The Hennepin County Housing and Redevelopment Authority has recently developed a program to provide funds for acx~uisition and/or r9~+~~ilitation to comunity service provider agencies. This program, Mhich is entitled the Community Providers Program, makes conies available to these organisations through the sale of tax exempt revenue bonds issued by the Hennepin County HRA. This program combines a number of bond sales into one issue and therefore reduces the issuance/administration costs. ~?~s-*:tly the Hennepin County HRA informed the City that Open Circle, Inc. Mas interested in utilising this program for acquisition of tie Knights of Columbus Hall building on Tenth Avenue South. Open Circle, inc. provides senior day care programs. As a result of their interest in this program the City Council, acting as the HRA, a~~~.red a resolution in June authorising Hennepin County to provide t-~b*iical assistance to Open Circle as relates to the utilisation of this program. The motion carried unanimously. c. DISCUSSION: TRUCK TRAFFIC ON RARRISOH AV:snu:s Jim Gassele discussed Kith the Council complaints about the traffic on Harrison Avenue South. Delivery trucks dispat~.h4d to Surge Company/Peerless Hater Treatment on Excelsior Avenue Mere using ist Street South and Harrison as a means of completing u-turns. Barbara velner, a resident on Harrison Avenue read a letter from Connie and bark Khshie stating that the large trucks are creating a hasard for the children Mho live on Harrison Avenue South. In th® letter she stated that their are 16 children Mho live on the block, 10 of them under ten years of age. lbs. Velner also said that they are repairing cars up to 9:30 p.m. keeping the small children aMake at night Mith the noise. Ha also said that tho complaints were factual. 8e said he is trying to clean up the grounds and that he has great difficulty in getting rid of the old eater softeners. lsr. ~iielke suggested a meeting with the residents, staff and 8r. Capone to discuss hoer to proceed to resolve the complaints. Mayor Radepanninq requested that the seating take place before school starts to insure the safety of the children. After further discussion Councilsaeber Na~car~ell moved and Councilssmber E'ritalar seconded the lotion to direct staff to work with all parties. The motion carried unanisously. VI. P'OBLIC CO~I~TS/CON~-~KNS Don Roesnar, 618 Park Valley Drive, appeared before Council to complain about the grinding of materials at the Return, Inc. site. He said that the dust from the grinding is spreading ail oust the neighborhood. Ha stated that this is a health haaard. 8e also stated that they are stockpiling pallets and leaving than on the grounds. 1~. 8armeninq said that FCA has a~~rt~vad an incinerator so that they could dispose of the ref8se. 1rlayor ~~Apanninq said that ha had been to the site with John Novak and a seating vas planned with the president of the neighborhood, M~. Novak, staff and hiasalf. He invited lam. Rossnar to attend the meeting. VII. R$PORTS - Co~ii-r~sas/ lam. 8araeninq thanked Councilsembars Basch and Anderson for their contribution to the Strategic Planning Co:omittsa for Economic Development. The City vas awarded a certificate of Achievement by the Kid-Aserica Economic Development Council for superior achievements. ^ ~ ~ August 3, 1993 Page 6 Councilmewber Hesch asked if the City could endorse the idea of joining C.A.U.S.E. as a charter member since she had been a member since its inception. The group is currently planning to distribute flyers and she would Hopkins to be listed as a charter member. The Council agreed to do this. VIII.
