Mayor R~edepenning called the meeting to order at 7 p.m.

John Rosc.hea, along with James Brawn, Bob Tecbem, Bbl Kekley and Kar~ea
Jeosca presented a ~~a-~•~eadatian to the City Council that a Iluo~an Rights resion be
fozmed in Hopkins. Ravera~d Rosc~hen 'indicated that the group was firmed ~•ny to discuss
the isstu of raudstn and since has pursued sad discussed the idea ol'a a~+~ssion with various
groups is Hopkins. They have i~ seven types of invohrem~eat for a Humes Rights
C~missian and would h'1oe the Counc~'s blessing to work fiuther to~arard erecting a Human
Rights ordiaace sad a Commission.
The Council discussed vsrioius topicsy inckuding the need to Dorm a Hannan Rights C~~inian,
the possibility of a joint E~-.....: with 11Tmnatoalca and the rdstionsl~ip between the City sad
the Stste with regard to huaoan rights isa~es.
After review sad discussion, it was the consensus ol'the Counce'1 that steNshould work with the

The Council disa~ased a variety of topics relatod to dev~el~op~a~t within the CBD'md thea
prior~ed sites and typos ofp~+oja~s for fiitiu+e action by the City. It was the oonseaaus ofthe
Council that this h~formstion would save as a be~itn~.~g guide plan for fiiture dev~elop~art ideas.
It was also agreed that input on priorrtizsti~on of tins type should be received from various g~+oups
within the oo~u~oity.
