A regular meeting of the Hopkins City Council ~-as held on
November 16, 1993 in the Council Chambers of the Hopkins
City Hall.
Present mere Mayor Redepenninq, Councilmembers Anderson,
Beach, Kritaler and Maxveii. Also present were City staff
members Mielke, Genellie, 8araeninq, Gustafson, Gassele,
Kerrigan and City Attorney Jerre Killer.

Mayor R~ppenninq called the meeting to order at 7:30 p.m.

NORTH (Rpt. 93-197)
Staff recommended adoption of the folloaring motion: Kove to
adopt Alternative #1 taking no iamediate action of Fifth
Avenue signage and directing staff to establish a task force
to review and recommend action on the City's transportation
plans.

Counciimember Hesch said that she felt that a task force of
people Mho era not experts Mould not accomplish a great
deal. She also stated that staff is axtremaly.busy Mith the
other projects roll going on and did not think taking time
allay from those projects Mas in the bast interest of the
City.
1~. Kielke suggested that it might ba batter to leave it
alone for nov and study the entire transportation natMOrk to
assure that a good overall system is aaintained.
Mayor Radepenninq agreed Mich Councilmembar Basch and said
that the pr~~-rt signs seem to ba Morkinq. Perhaps the
friendly rainforca®ants Mould Mork.
1~. Mielka reminded the Council that the present signs are
not enfor~-*~~la.
Councilmember Naxvall stated there are no plans to Madan
the roadMay, and that the signs should read the same from
both sides.
Mayor Redapanninq said that semis should ba curtailed.
Lavonna Nygren, 101 5th Avenue North, resident on 5th Avenue
since 1952 stated that she felt that the street Mas not the
place for trucks and Mara vary dangerous.
Baran Lagsnhausen, lab 6th Avenue North, indicated that
there is no advantage to residents to have live on a state
aid road. She suggested a no truck sign.
John Laganhausen, iZ6 6th Avarua North, stated that truck
routes do not belong in residential neighborhoods. Ha also
referred to sections of the Comprehensive Plan and the
Strategic Plan Mhich suggests the neighborhoods should be
~u~~.actad. neighborhood protected and preserved.
Councilmambar ~it$ler stated that ha doss not Mart to sea
lath Avenue North turned into traffic area due to the
schools, children, and neighborhoods. 8a Mould like to sea
an independent 3rd party study done. $nforcemant is the
key issue. Signage of 5th and iZth Avenue should read no
trucks or semi's.

Mayor Radepenning asked what would constitute adult
establishments? lam. Genellie said that adult maul
theaters, adult book stores, etc.
City Attorney Jerre Millar Mae asked if it Mae alright if
the Council raised the license fee from $5,000 to $10,000.
Ha said that the Council could sat the fee anywhere they
chose as long as they could justify the fee. He also felt
that tha lav Mould alloy this fee due to increased cost to
the police departaent.
After discussion Councilaember Anderson moved and
Councilmamber Maxwell seconded the motion to adopt
Resolution loo. 93-1a9 amended to increase the fee from
$5,000 to $10,000 on Adult $stablishmants.
A poll of the vote was as follaars: Councflmember Anderson,
Aya; Councilmembar Hasch, Aye; Councilaamber xrit$lar, Aye;
Councilmember Maxwell, Aya; Mayor Redapanninq, Aye. The
notion carried unanimously.

This agenda item Mas scheduled in order to give the Council
the opportunity to review the results of the recant refuse
survey with the company who actually performed the work. No
Council action was requested at the time.

Dr. Bill Dorris, Decision Resources, Irl'D, appeared before
Council to give than a swimsary of the survey results.
Las Gustafson said that the City would sand out postcards so
that people could request the smaller ~srl,ainers before
ordering them.

Over the last far months Hoisington-Noaglar, the consultant
hired by the City to undertake this project, has bean
meeting rith the County Road 3 Task ~~u~:e to cork throw
the various cork itaus necessary to facilitate couplets of
the final report.

to update thou on the progress being made by the County Road
3 Task Force and his fire. He stated that at the present
time the group has been looking at road ray alternatives.
He also stated that entire task force has been rorkinq very
rsll together and making suggestions that have been vary
positive.

Councilmauber Hasch reminded the Council that this is
Chauicai Health Neck. She also said that she is going to
spend a day rith the student m~euber of the Cheuical Health
Coumission at the high school.
Councilmauber Daxrall said that the Park Coeuittae had met
and they rare given an update on Daatsold Field. $verythinq
is cooing along on schedule.
