Staff aeo~bers in attendance wre City Kanager Steve xielke, Police Chief Earl Johnson, l~ssistant City Kanager Jim 6enellie and Crime Prevention Officer Dave Tsclaw. The first item of discussion vas the possession of tobacco by youths. The Chesical Health Cossiission is recoss~endinq a proposed City ordinance restricting the possession of tobacco and tobacco related products by persons 17 years of age or youriges. Discussion of this ordinance centered on the legal and enforcesent issues. Ordinances cuzse<~~.ly exist in Stillwater and Duluth. lifter discussion, it vas detersined that there was a Hoed to research the legal systems ability and desire to deal with enforcensnt of the ordinance. Staff is to research this issue. The second item of discussion vas a pro~i~ition of cigarett vending machines within the City of Napkins. The ~icai Health Casstission has asked that the City Council instruct staff to resubait the ordinance prohibiting cigarette vending aachines in Hopkins. During discussion, it was noted that the City has not yet tracked the success of the current State law which was adopted 1 - Z years ago. Th Council asked the City Clerk to check for coapliance with the State law and the Cheaicai Health Cassiission is to research the effect of the State law on the accessibility of cigarettes through vending aachines. The last iteaa of discussion vas regarding aandatory training for sellers and servers of intoxicating liquors. The Caasaission has asked that the Council adopt an ordinanc requiring licensing a~ training for all persons serving or dispensing for sale an alcoholic product. This ordinance, if adopted, would apply to ail foss of al~Ah~lic products and would require periodic training. It vas noted that Blooaaington currently licenses but does not train servers. it vas also noted that sandatory training is alaost universal to obtain dram shop insurance.
