NS'~1 BUSINESS (A) CONSIDffit ACTION - Auir~ialB$ ABI~RING FOR ~uffi~ATION 1988 ALLEY UND~~Iu~~ ~eC'!'Q?CAL PROJECT (Rpt. 9a-13a) Staff reco~amanded the follorinq notion: Kowa that Council sat a ~~ ~rinq date of July 7 , 1992 to consider a resolution for condemnation concerning properties on Nainstraet betreen 9th and 10th Avenues south, ccamonly known as Nashek, Nartin and Senn properties. Jim Gsssela explained that in 1988 the first alley undaryrosr~d electrical project ras undertaken. This involved the installation of trunk electrical conduit and cable undes~ mound along the north edge of the alley south of l~ainstraet batrean 11th and 9th Avenues and the installation of undasyz~snd services to the individual properties. All of the easements rare granted with the ~y~~ption of the above mentioned properties. All efforts to obtain these easements have been ignored. City Attorney ~iiilar said that ha had been trying obtain the easements since 1988 and that all of his efforts have failed. Therefore, he now recasmands that condemnation pra~-~ings through eminent domain take place. The Council rill receive a Resolution at the Jhly 7th meeting requesting permission to proceed rith the condemnation. Al Nartin appeared before Council to request informatio~i on the proposed condamsnation of his property. Nayor Berg explained that the easement could sllor the Tires to be placed underground across the back ten fast of the property and could ba :~~~ for no other purpose. mac. Nartin could still drive across the ~•~Yarty and park behind his building. Any other uses the City might have for the property could have to be ab~~rad by l~`r. Nartin. 1~. Nartfn requested that the inforaation be in rritinq so he can have his attorney look it over. He has no problem rith giving approval if everything is as stated. l~r. Martin also said his building is caving in due to the poor rorkmanship of the contractors in the 1988 project. Ha has been in touch rfth M'r. Gassala and they are trying to improve the situation. (b) CONSIDHS ACTION - A~~TS$ BIDS FOR A NBiP TSLareu~b~s SY87.'ffi~L (Rpt. 92-129 ) Staff raco~ended the following notion: Move that th Hopkins City Council authorise staff to solicit bids for s na,ar telephone system. Councilmember Shirley stated that he was hesitant about going aloes with a new telephone system. Ha felt that the ' present system seemed to ba working and Nas very impressed with the way the receptionists handle the calls. Mr. Mielka explained the proposal to the Council. Ha said that this was on the Bquipmant Replacement list. Ha also said that the present system is tan years old end is not as efficient as staff could like. Mr. Genallis explained the near system to the Council. He said that at the present tine all calls not answered by the different departments returns to the receptionist and she gust take messages. This incl:~~-^ the Activity Center, Police D t, Public 1~orks, Pavilion and Doer Towers. 1~ith the new system callers would have the option of voice messaging. If a caller would rather talk to the receptionist that option is also open. Councilmeuber iC`rit$lar stated that Hennepin County now has a new system and it has eliminated telephone tag. Mr. Genellia also said that a parson can pick up his massages while out in the field by simply calling his Darn direct telephone line. In an attempt to recognise property orners rho through superior maintenance or improvsesnt to their property have enhanced the image of the City of Hopkins, the Hopkins Coateunity image Arard (BCIA) protjram is being proposed. xersten $lvarum explained the idea to the Council. Mayor Berg said that ha li]cad the idea. it could shoe the Citiaens of Hopkins that the City has noticed their fine efforts and appreciates the interest shorn in beautifying the City. After discussion Councilmsmbar Redapenninq moved and Councilmamber Rritalar sac:onded the motion to approve the BCIA ~ogram. She asked the Council for direction on hoar the staff should proms-~ arith negotiations. Councilma®ber Radepenninq eras vary interested in the crime report. The report states that the crime level is no higher in the 1~estbrooke area than any other area in the City. Mayor Barg asked if F8A and 1~[ortgage financing has bean resolved? 8e suggested that perhaps dealing with F8A directly to see if anything can be done. He also suggested trying the Tarin bast Banking Consortium. lit. Kerrigan said that ha would like to use the Consortium as a backup for the security of the Revenue Bonds should that become necessary. Mayor Berg said that ha trould like to sea staff help keep a balance to~arards stabilising rents and ancowcage Darner . occupancy. 1~. Gassele stated that the President of the Neadaar Creak Condoaainiums is arorkinq to obtain pro~cy votes and hopes to get enough votes at the general meeting to do the street project. Nayor Barg stated that ha mat with the Taam~e~ss President and discussed the state of the by-lays and improvoments. ~. Cassels also stated that work could begin on the suggested road to Smetana in the fall Mith paving in the spring.
