PUBLIC HEARING (a) DISCUSSION POLICY - SIDENALR REPAIR PROJECT (Rpt. 9a-155) Staff recammendad the follo~rinq motion: Move that the Council adopt Resolution No. 92-64 ordering improvement and authorising bids after Public Haring, sidewalk repair, Project 9a-04. Jim Gessala gave an overvisar of the project. Ha said the funding issue had bash brought up at the last Council meeting. Nayor Barg asked Mr. Gessala to update the public and Council on the background leading up to the project. ti w August 4, 1992 Page Z 1~. Gessala stated that one of the Ordinances requires inspection and upgrading City sidewalks. That the inspections had bean neglected in the past and the enginearinq departsant sas noN doing the inspections and requiring the isprovexents. 8e also said that it is taking a great deal of ties what Frith tsu notices and inspecting both before and after residents have co~mpletad the cork. 8e also reviewed three option for funding: (a) 100 Resident funding (b) 100 City funding (c) 30~ City funding - 70~ Resident funding 1~. Gustafson suggested a fourth option Nharaby the City aould assume a cost for grinding, calking, and patching, and residents Mould ba assessed for concrete replaceaent either 100 or under soae other option adaptad,by the Council. Councilmember Kritslar questioned shy the City Nas bothering repairs. 1~. Gustafson explained that the City need a safe infrastructure. 8a also stated that soma of the sidewalks era unsafe. lrlayor Harq asked 1~. Kialke shat iapact this could have on the general fund? 1~. Kialka explained that an additional $42,000 Mould be needed for the next four years. This Cost Mould drop after the fourth year. 8a said a general taxation or reallocation front other uses s~ould be n~~d to cover this additional expanse. 8e further stated that this cost can ba added to the tax levy next year. CouncilmeMbar Anderson reco~mesndad that the City pay for the sidewalks repairs. Nayna 8oganson, 3a6 7th Avenue North, stated that in his opinion both streets and sidasalks should be paid out of the general fund. 8a said that all citisans should ~h~*'e in the expenses of upgrading the sidewalks. Don F~-miner, 618 Nast Park valley Drfva, also stated that he Mould like to sae the costs paid for from the general fund. CouncilmeMbar Shirley stated that because ha is Councils r ha would pay for the sidewalk repairs on his home and could sand a check to the City. e 1w August 5, 1992 Page 3 Councilmamber Anderson moved and Councilmember Krit$ler -^+~~ndad the motion to order staff to prepare n-~~¢sary revisions of Legislative Policy No. 8-G, Sidaralk Repair and Maintenance and of references to sidaralk repair in the City Code for Council adoption and then vote to adopt a near policy on public sidaMalk repairs whereby the Cfty retain full responsibility to make sfdaralk repairs and the City assume 100 ~ of repair cost. (b) 8P1~lRING - 1992 SID~ALN R$PAIR Staff racosmandad the follorinq motion: Move that the Council amend the currant Legislative Policy No. 8-G, sideralk repair and maintenance such that 70~ of repair costs gill ba recovered by assessing the resident rhosa property abuts the defective ralk, such that all repairs era under the eYClusiva purviav of the City, and authorise staff to ~e~are n~~~esary formal revisions of the City Ordinance and legislative policy concerning sideralk repairs for Council action.
