A joint meeting of the Hopkins City Council and the Honing
and Planning Comimission vas held at 7 p.m. in the Raspberry
room of Hopkins City Hall on saptember aa, 199a.
Present va~ra Counciimambers: Rritaler, Anderson, Shirley and
Radapenninq. Nayor Barg vas not in attendance. Also present
ware Soninq and Planning members: Sutchison, Kinship,
Johnson, Racak, Reuter Gullickson and Day. City staff
members present were Kerrigan, N. Anderson, and Kialka.
The meeting vas called to order by Mayor Pro-Tam Jim Shirley
at 7 p.m.

!!'r. Kerrigan reviewed the Strategic Plan for economic
development and it fs being proposed by the Strategic
Planning Coamittea. Ha raviev+ad each of the five economic
development areas within the Strategic Plan and discussed
the impacts of the recasmandations on the Planning
Cosmission and City Council.

Nancy Anderson reviewed the County Road 3 Land Use Study
plan proposed as part of the County Road 3 faprovamant
project.
Areas which ware discussed include the traffic study done by
Benshoof and Associates, corridor widths along County Road
3, and the types of improvements planned for County Road 3.
Also discussed vas the County~s scheduling of !~'+~~y Oak Road
for improvements in Hopkins. it vas the consensus of the
Planning Commission and Council that Shady Oak Road should
ba included in the land use study along with County Road 3.
Staff will discuss this with the City of l~innatonka to
investigate methods of jointly studying and planning for
improvements to l~~+~~y Oak Road.

City l~anagar Steve Mielke reviewed Resolution # 9a-51 with
the Planning Commission and City Council. The resolution
outlines the priority issues for the City Council for i99a
and 1993. A question vas raised regarding the lack of
discussion of neighborhood and housing concerns within the
priorities. 1Kialke indicated that each of those are

addressed in the Strategic Plan for $conomic Development
y Which is listed as a priority for implementation by the City
Council.

Jim lcerrigan outlined the current Ccmprehansiva Plan and
soninq designations for the Pines Mobile Home Park. He also
noted that the listing agent for the Pines vas in attendance
at the meeting to listen to the discussion. xerrigan vent
on to discuss past studies and discussions Which have been
held regarding this site.
Discussion vas held on future possible :~~-d for this site
and its inclusion in a tax increment financing district.
The listing agent for the parcel suggested that he had Haver
considered co~mmarcial since it had previously been rejected.
Ha wanted to knoN ff co~mmarcial would be acceptable to the
Council and Planning Commission. No consensus vas reached
on this topic and the City Manager suggested that the
listing agent consider a concept review with the Planning
Commission and the City Council should he wish to do a
project other than a residential project currently allowed
in the soninq ordinance.

Mika Minship, Planning Comoaissioner, asked for a
clarification from4 the City Council on the issue of
variances. Mr. Minship indicated that ha had vat~bAd a
previous City Council meeting in Which the Council had
allowed a variance in Interlachen Park after receiving a
raca~mmandation by the Planning Commission and staff against
the variance Ha stated that his concern vas not whether or
not the Council agreed with the Planning Commission and
staff but instead, would like to Nava a discussion with '1"he
Council regarding the philosophies of the two groups so that
a common ground can ba :~~~ when reviewing variances. l~ftar
discussion it vas sugq®sted that a second meeting ba set to
discuss variances and perhaps to invite experts in variance
law to attend and discuss the issue.
