Present Hera Mayor Barg, Councilmembars Anderson, Shirley, l~itsler and Radapenninq. George Nagdal gave a brief ovarviau of the nau ordinance. Ha said that he had talked to the Business Council and Super valu and they had no problem Mich the nau ordinance and fees. Steve Shachtman, Bass~lt Investment Company, appeared before Council to object to the fee schedule proposed in the ner ordinance. 8a stated that several of his ~~~ertias Hare rented to people uith lau incomes and that he could not raise the rants to absorb the cost of the firs inspections. Ha said the landlord must absorb the cost and felt that the fee uas discriminatory. it could affect apartment ounars more than it uould affect businesses. Sa also stated that apartment duellers pay three times the real estate takes than the average home ouner does. He suggested that the City not penalise the ouners the first or -~~~nd time and at the third inspection, shduld it be necessary, hit thew uith a vary large fee. Schactman also mentioned that apartment Donets pay a rental registration. Mayor Berg asked the difference batuean a housing coda inspection as compared to a fire code inspection. He also asked arho could ba doing the inspection. George Nagdal ansuerad that Pat Graham uould be doing both inspections for multi-family buildings. Councilmembar l~itslar then asked about combining the too inspections. 1~!'r. Pam Bli:ct, ~A~utiva Director of Open Circle Daycare, appeared before Council. She stated that the move back to Hopkins Mould alloy Opan Circle Daycare to serve 35 people ~rheraas they could only acco~odata Z4 people nov. She also said that the service had started in Hopkins and has alNays considered Hopkins their home. After discussion Councflmember Redapanninq moved and Councilm~~r Shirley seconded the motion to approve Resolution No. 9a-iiZ. CONSIDER ACTION - Pp~CT~G RESTRICTIONS (Rpt. 9a-Z4Z) Staff reco adoption of the following motion: Kove to deny Resolution No. 93-113, the request to extend the i hour parking restriction on l~ainstraet to 9:00 p.m. batvean 5th and 11th Avenue. Both Paul Steinman and Councilmembar Anderson stated that the Parking Cosmittea vas opposed to ct~anginq the hours now posted. They did not sae a Head to restrict the parking beyond 6:00 p.m. Councilmeubar Anderson moved and Councilmember Rritsler cv~Andad the motion to deny Resolution No. 9a-113.
