MINUTES OF THE APRIL 9 1991
COUNCIL WORKSESSIbN
The Hopkins City Council held a worksession in the Raspberry
Room at Hopkins City Hall on April 9, 1991 at 7 p.m.
Present were Mayor Berg; Councilmembers; Chuck Kritzler,
Chuck Redepenning, Bob Anderson and Jim Shirley. Also
present were City Staff: City Manager Steve Mielke,
Assistant City Manager Jim Genellie, Community Development
Director Tom Harmening, Recycling Coordinator Kathy Max,, and
Economic Development Director Jim Kerrigan.
I. DISCUSSION NON-DOMESTICATED ANIMAL ORDINANCE
Jim Genellie introduced a draft ordinance dealing with non-
domesticated animals to the Council. This ordinance would
prohibit such animals as skunks, lions, tigers, jjaguars,
leopards, cougars, ocelots, wolves, foxes, coyotes, dingos,
jackals, poisonous snakes, raccoons, ferrets, alligators,
llamas and any farm animal.
Councilmembers suggested that staff research how people
obtain exotic animal licenses from the Department of Natural
Resources and if it is possible to require people with such
pets to keep them confined to their houses or yards.
II. RECYCLING PROGRAM UPDATE
Kathy Max, Recycling Coordinator reported to the Council
that Hopkins residents recycled more than 613 ton of
newspaper, 40 tons of metal cans, 135 tons of glass, 20 tons
of cardboard, and 11 tons of plastic in 1990. This figured
to be 12% of the city's residential waste stream.
By reaching more than 10% abatement of its solid waste
stream through recycling, the City qualified for a Hennepin
County grant, paying for 80o funding of its recycling
program costs.
In order to qualify for a similar grant in 1991, the City
needs to increase the amount of recycled material to 16% of
its solid waste stream. Ms. Max stated she had some concern
about the possibility of the city being able to increase the
amount of recyclables to that point in 1991.
The Council requested that staff update them again on this
subject later this year.
III. DISCUSSION - DOWNTOWN LRT CORRIDOR - AGREEMENT WITH
HENNEPIN COUNTY
Community Development Director, Tom Harmening discussed the
following items with the Council.
a. The proposed agreement with the Hennepin County
Regional Railroad Authority (HCRRA) regarding the
acquisition of the HCRRA's existing right-of-way,
located in the proposed grocery store area in downtown

Hopkins. City Council provided general direction to
staff on the position the City should take during
negotiations with HCRRA.
b. Possible steps which the City could take to insure that
the grocery store TIF district is "grandfathered" in
under the old TIF regulations.
IV. DISCUSSION - HOPKINS SPORTS CENTER PROPERTY
Community Development Director Harmening discussed the
status and condition of the Sports Center property and
negotiations which took place with the owner regarding the
possible purchase by the City of future right-of-way. City
Council indicated that unless staff were able to come to
terms with the owner for a price generally in the range of
the recently prepared appraisal, staff should take steps to
enforce the City Nuisance Ordinance and abate the problem.
V. WELLSITE PROPERTY - NEW CORNER OF BLARE RD AND 2ND
STREET N.E.
Planning and Economic Development Director Kerrigan
discussed the possible sale of the City's wellsite property ,
with the Council. Council directed staff to attempt to
continue to market the site for a general commercial use ---
something not involving high traffic or gas dispensing.
