The Hopkins City Council held a worksession in the Raspberry
Room of Hopkins City Hall on November 12, 1991 at 6 p.m.
Present were Mayor Berg; Councilmembers: Kritzler,
' Redepenning, Anderson and Shirley. Also present were City
Staff; City Manager Mielke, Community Development Director
Harmening, Public Works Director/Engineer Gustafson, Police
Chief Johnson, Finance Director Schedler, and Recreation
Director Wilson.
I. DISCUSSION CITY MANAGER EVALUATION
The Mayor and City Council met in closed session to discuss
the City Manager's 1990-1991 performance evaluation. A
summary of the evaluation is attached to these minutes.
2. DISCUSSION - 1992 BUDGET
City Manager Steve Mielke reviewed the 1992 budget documents
for the City Council. They include the Capital Improvements
Plan, 1992 - 1996, General Fund Budget, Enterprise Fund
Budgets.
Harmening reviewed with the Council the 1992 - 1996 Capital
Improvements Plan. The plan has been significantly from
1991 to reflect actual projects proposed and scheduled for
the 5 - year plan. Previous Capital Improvement Plans
reflected actual projects for the first year of the plan and
anticipated projects for the final 4-year plan. The purpose
of this change is to more accurately reflect actual projects
to be done in actual years. The financing portions of the
plan are also revised to be more accurate and reflect the
impact of each project on the fund balances of various
financing funds .
Mielke reviewed the General Fund Budget and reviewed each
section in detail with the City Council. Mielke informed
the Council that the budget as presented would be open for
public debate at the budget hearings scheduled for November
and December. Mielke then reviewed the enterprise fund
budgets with the Council and informed the Council that rate
increases were proposed for the storm sewer and sanitary
sewer funds for 1992. The refuse and' water funds were not
anticipated for rate increases in 1992.
