04-03-90A regular meeting of the Hopkins City Council was held on April 3, 1990 in the Council Chambers of Hopkins City Hall. Present were Mayor Berg, Councilmembers Anderson, Shirley, Kritzler and Redepenning. Also present were City Staff Mielke, Genellie, Thiel, Kerrigan, Gessele and City Attorney Jerry Miller. I · CALL TO ORDER Mayor Berg called the meeting to order at 7:30 p.m. II. PROCLAMATION Mayor Berg proclaimed April 27, 1990 as Arbor Day and the month of May as Arbor month in the City of Hopkins. III. CONSENT AGENDA · · APPROVAL OF THE MARCH 20, 1990 REGULAR MEETING MINUTES APPROVAL OF DISBURSEMENTS, PRELIST 834 APPROVAL OF MISCELLANEOUS LICENSES Councilmember Redepenning questioned the gasoline charge at Youngdahl's Service Station by the Police Department. Mr· Mielke said he would look into it. Councilmember Redepenning moved and Councilmember Kritzler seconded the motion to approve the Consent Agenda. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye.. The motion carried unanimously. VI. OLD BUSINESS (a) CONSIDER ACTION - SECOND READING MORATORIUM FOR BINGO PARLORS Staff recommended approval of the following motion: Adopt Ordinance No. 90- 674 for second reading and order published. This ordinance would establish a moratorium on the use of Bingo Halls as a primary use in the B-3 district. Councilmember Shirley moved and Councilmember Kritzler seconded the motion to approve Ordinance No. 90-674 for second reading and order published. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. April 4, 1990 Page 2 (b) CONSIDER ACTION - AUTHORIZE NEW ENGINEERING TECHNICIAN POSITION Staff recommended adoption of the following motion: Move to authorize the addition of one engineering technician position. Jim Gessele and Jon Thiel submitted additional supporting information to the Council concerning the work load in the engineering department and the charging of staff time or administrative fees against improvement projects. After discussion Councilmember Anderson moved and Councilmember Kritzler seconded the motion to approve the addition of one engineering technician position. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye.. The motion carried unanimously. Ve NEW BUSINESS (a) CONSIDER ACTION - WINE & BEER LICENSE FOR 1st WOK Staff recommended approval of the following motion: Move to approve the Wine and Beer License application from Vey Chhiang Chau of 1st Wok Hopkins, Inc. Councilmember Shirley moved and Councilmember Redepenning seconded the motion to approve the Beer and Wine License for 1st Wok Hopkins, Inc. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried Unanimously.-- ~ (b) CONSIDER ACTION - AMENDMENT OF REDEVELOPMENT TAX INCREMENT PLAN Staff recommended the adoption of the following motion: Move to recommend the City Council set a public hearing date for April 30th at 12:00 p.m. to consider an amendment of the existing redevelopment and tax increment plan to create TIF districts 2-3, 2-4 and 2-5 and authorize staff to submit plans for review to the Hopkins School District and Hennepin County. April 4, 1990 Page 3 After discussion Councilmember Anderson moved and Councilmember Kritzler seconded the motion to set a public hearing for April 30th at 12:00 p.m. to consider an amendment of the existing redevelopment and tax increment plan. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. VI. PUBLIC COMMENTS/CONCERNS There were no public comments. VII. REPORTS - COMMITTTES/COMMISSIONS Mayor Berg again reminded the Council of the Open House on Saturday, April 7, 1990. Councilmember Kritzler wanted to publicly thank Jon Thiel and the Staff for the excellent job they did two weekends ago for promptly opening up the sewers on 19th Avenue North saving several homes from basement flooding. VIII. ADJOURNMENT Councilmember Redepenning moved and Councilmember Shirley seconded the motion to adjourn The meeting adjourned by unanimous consent. Berg, Mayor C I T Y 0 F CITY OF HOPKINS Hennepin County, Minnesota PROCLAMATION EARTH DAY 1990 IN HOPKINS WHEREAS, Earth Day 1990 marks the twentieth anniversary of Earth Day, a day set aside nationally and internationally to make citizens aware of the necessity of protecting the environment; and WHEREAS, Earth Day 1990 is intended to educate all citizens of the importance of acting in an environmentally sensitive fashion by recycling, conserving energy and water, using efficient transportation, and adopting more ecologically sound lifestyles; and WHEREAS, the City of Hopkins has committed itself to assist its residents in this endeavor by providing a recycling program and endorsing a home energy audit program. The City is also continuing to work with the County to provide efficient transportation via a light rail transit system; THEREFORE, BE IT RESOLVED THAT the City of Hopkins hereby designates and proclaims April 22, 1990 as Earth Day 1990 in Hopkins.
