MINUTES OF THE CITY COUNCIL WORK SESSION
AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
July 1, 2003
Mayor Maxwell called the meeting to order at 8:40 pm at the conclusion of the regular City
Council meeting at City Hall. Council members present were Mayor Maxwell and Council members
Brausen, Jensen, Johnson and Rowan. City personnel present were City Manager Steve Mielke and
Public Works Director, Steve Stadler.
Alleys in East End Neighborhood
Council member Rowan asked about alley improvements and whether or not the unusedright-
of-way for alleys next to the East End neighborhood would be turned back to residents through a
vacation process. Stadler indicated that that issue had been discussed in the past and will be reviewed,
and he will report back to the City Council in the future,
Stadler gave a status report on the project indicating that the project was generally going
smoothly.
Status of Street Projects
Upon questioning from Mayor Maxwell, Stadler indicated that the State Highway 7 and Co Rd
73 project was also going well, and that the road would be closed for approximately four more weeks.
He indicated that there have been concerns on Robinwood Lane about the speed of cars traveling that
roadway.
In response to Mayor Maxwell, Stadler indicated that the Fifth Avenue project was in progress
and was generally working well. He indicated that south of Excelsior Boulevard the contractor was now
lowering the west side of Fifth Avenue, new curb work was being placed on Minnetonka Mills and to
the north.
Council member Brausen asked whether or not the Waldach's had been contacted to discuss
concerns about their property. Stadler indicated he would check to see ifthe project superintendent had
contacted him.
There was also discussion about the potential of adding additional improvements at Second
Street. No direction was given on proceeding with other improvements.
Jaycees Tent Dances
Council member Johnson indicated that she had received questions from members of the Jaycees
as to whether or not the tent dances would be allowed to have extended hours. She indicated that she
told the Jaycees that would be a discussion topic for next year, and that it was too late to implement for
this year.
Moratorium for Lots Less Than 40 Feet Wide
Council member Jensen asked about the moratorium that had been placed on lots that were less
than 40 feet in width. Mielke indicated that, in fact, there would be further discussions with Mr.
Fretham and/or his attorney to discuss the moratorium and the implications of the moratorium on his

property on 18~h Ave No. He also stated that the City Attorney's office was comfortable with the City's
position relative to the moratorium and he would report back with additional information, ifnecessary,
in the future.
Sale of Feste Automotive
City Manager Mielke indicated that he had been informed that Feste Automotive had changed
hands, with Dale Feste retiring from the business and selling it to an employee of the company.
Tobacco License Applications
Mielke indicated that two tobacco license holders had not returned their license applications in
time for renewal as of July 1. Staff is monitoring sales of tobacco and would cite individuals selling
tobacco without a license.
Bed Shop Fire
Mayor Maxwell asked the City Manager to prepare letters thanking those involved with the fire
at the Bed Shop for their extraordinary efforts to control the fire and to deal with the associated
problems. Mielke indicated he would prepare those letters.
There being no further business, Council member Jensen moved to adjourn, seconded by
Council member Brausen. Motion passed unanimously; the meeting was adjourned at 9:10 pm.
