06-18-2018 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 18, 2018 ANNOUNCEMENTS • The Hopkins 84th Raspberry Festival (www.raspberrvcapital.com) July 7-15. • Hopkins Farmers' Market at 16-9th Ave. S.: Saturdays, June 16 through October, 7:30 a.m. to Noon. • The Sunset Series at Downtown Park: Thursdays from June 21 through August 15 at 7 p.m. • The next regular City Council meeting is scheduled for July 17, 2018. Respectfully Submitted, Debbie Vold ATTEST: (W41/— Molly ummings, Mayor Amy Domeier, City Clerk HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 18, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Monday, June 18, 2018 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Finance Director Bishop, Director of Planning and Development Elverum, Fire Marshall Grniet, City Planner Lindahl, City Attorney Riggs, Fire Chief Specken and Public Works Director Stadler. ADOPT AGENDA Motion by Campbell. Second by Gadd. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS 111.1. CenterPoint Energy Grant CenterPoint Energy representative Cherie Monson presented $2000.00 to the Hopkins Fire Department for needed safety equipment. Fire Chief Specken commented that the grant funds would be used to purchase protective hoods to protect firefighters from by- products of smoke. Mayor Cummings thanked CenterPoint Energy, Fire Marshall Grniet for his grant writing and Fire Chief Specken for his concern for the safety and well being of Hopkins Firefighters. 111.2. Raspberry Festival Presentation Raspberry Festival Executive Director, Leigh Drinkwine, gave an overview of the 84th Raspberry Festival, July 7-15. Raspberry buttons will be available for sale beginning July 4. Ms. Drinkwine thanked the City Council and City of Hopkins for their support to make the festival possible. On behalf to the City, Mayor Cummings thanked the Raspberry Festival organization for all their work. CONSENT AGENDA Motion by Kuznia. Second by Halverson. Motion to Approve the Consent Agenda. 1. Sanctuary at Oak Ridge Development City Planner Lindahl discussed the staff report regarding the application for the Sanctuary at Oak Ridge. Mr. Lindahl gave an overview of the property location and existing condition. Mr. Lindahl commented that the site is complicated to develop due to the parcels size and shape. Mr. Lindahl discussed the development proposal that includes four single level homes with a homeowners association to govern the development. Mr. Lindahl explained that a water main would need to be relocated and that the Minnehaha Creek Watershed District (MCWD) has approved the reclassification of the wetland buffer. Mr. Lindahl gave an overview of the required approvals with the second reading scheduled for July 17, 2018. Mr. Lindahl gave an overview of the public comments and questions that came out of the Planning and Zoning Commission public hearing and neighborhood meeting. The Planning and Zoning Commission voted 4-2 recommending that Council approve the proposed development. The votes against the proposal were due to the concern that the developer and the Oak Ridge Place neighborhood association need more time to work out their concerns. Mr. Lindahl discussed the Comprehensive Plan Amendment, rezoning, proposed exterior materials, access, parking, landscaping and the purpose of a Planned Unit Development (PUD). The City Attorney has reviewed a draft of the Homeowners Association (HOA) documents. Staff and the Planning and Zoning Commission recommend approval of the three motions. Developer Roger Anderson and Design Engineer Troy Gamble came forward to address the Council. Mr. Anderson discussed the proposal, site challenges, neighborhood concerns and HOA documents. Mr. Gamble discussed the wetland buffer. There was Council discussion regarding wetland protection, architectural design, parking, HOA documents, construction timetable and marketing. Mr. Anderson commented that an Architecture Control Committee would assure that the development meets set standards. The Oak Ridge Place Condominium Association received a draft of the HOA documents for review and Mr. Lindahl commented that the association did pick up hard copies of the HOA documents. Mr. Anderson commented that one home would take approximately eight months for construction and that a construction management plan would be in place. The lots would be priced in the upper $200,000 range. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 18, 2018 Manes Frankman representing Oak Ridge Place Condo Association came forward to address the Council regarding concerns of the Association over the proposed development. Daniel Greenstein, attorney for the Oak Ridge Place Condo Association came forward to address the Council. Mr. Greenstein asked that Council to postpone the preliminary plat approval allowing time for the Condo Association to review the PUD. City Attorney Riggs advised the Council regarding the PUD. Paul Silverstein, Oak Ridge Place homeowner, came forward to address the Council regarding concerns over the proposed development. The developer, Mr. Anderson, commented on the importance for the project developer and the Oak Ridge Place Condo Association to discuss the issues and work together to allow the project to move forward. Council thanked the residents for expressing their concerns. There would be opportunities for additional input and Council thanked the developer and residents for their willingness to keep communicating. Motion by Campbell. Second by Kuznia. Motion to adopt Resolution 2018-056 approving Comprehensive Plan amendment for the Sanctuary at Oak Ridge Development. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion to adopt Resolution 2018-057 approving the First Reading of Ordinance 2018-1133 rezoning the Sanctuary at Oak Ridge development from R-5, High Density Multiple Family to R-1-D, Single Family Low Density with a Planned Unit Development (PUD). Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Kuznia. Second by Campbell. Motion to adopt Resolution 2018-058 approving the Preliminary Plat for Sanctuary at Oak Ridge. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried.
