08-06-07 WSAugust 6, 2007 Page 1 MINUTES OF THE CITY COUNCIL WORK SESSION AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Monday, August 6, 2007 Mayor Maxwell called the meeting to order at 9:50 pm. Present were Mayor Maxwell and Council members Halverson and Rowan. City personnel present were City Manager Rick Getschow. Other Council member Rowan stated that the prior evening the train traffic was the busiest and loudest that he had heard in quite some time. There were several train whistles that went off in the early morning hours along with major blocking operations. City Manager Getschow stated that he will look into the activity from that previous evening. Council members discussed the vacancy that now exists on the Council due to Council member Jay Thompson moving out of the community. Council discussion centered around the appointment of someone very familiar with city operations for the final months of Thompson's term. Thompson's seat is up for re-election this year and filing begins at the end August. The Council's consensus was to potentially appoint someone with previous experience on the Council. Council will discuss this further at the August 14th Worlc Session. National Night Out is Tuesday, August 7th • City Manager Getschow provided an update to the City Council on the Block 64 re-development project. The city will begin working with other potential developers on this project. The city currently still has a purchase agreement with Park Plaza . T City Manager Getschow stated that a proposed drive thru for Snyder Drug will be coming through the Planning Commission at the end of August and the City Council in early September as a conditional use. City Manager Getschow stated that even though the state ban on smoking does not take effect until October 1St, the special Hennepin County exemptions for certain establishments ended at the end of July. This means that many Hopkins establishments that have the special exemption are going smoke-free earlier than the state ban takes effect. The city will continue to refer complaints to County Environmental Health as we did under the previous county smoking ban. The Council will have to discuss city enforcement of the ban once the state ban takes effect in October. There being no further business, a motion was made by Halvorson, seconded by Maxwell to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 10:3 0 pm.
