10-16-07 WSOctober 16, 2007 Page 1 MINUTES OF THE CITY COUNCIL WORK SESSION AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, October 16, 2007 Mayor Maxwell called the meeting to order at 8:30 pm. Present were Mayor Maxwell and Council members Halverson, Brausen, Rowan and Youakim. City personnel present were City Manager Rick Getschow, City Planning and Development Director Kersten Elverum and Public Works Director Steve Stadler. Section 8 Program: The City Council discussed the changes to the Met Council contract with staff. Staff will discuss concerns with the termination decision on the contract and arrangements for 2008 with the city's Met Council Representative and the city's state legislative representatives. Snyder Dru Drive Thru: Snyder will be coming back at the November 7th City Council Meeting for the consideration of their conditional use permit, and the variance for their proposed drive thru. Deceased Tree Removal: Council Member Halverson asked Public Works Director Stadler about some marked trees for removal on the city boulevard. Public Works Director Stadler will get back to the council on this issue. City, Lot Sales: Council Member Halverson asked about the progress of the sales of the lots. City Manager Getschow will check with the realtor to see how many calls and how much interest the city is receiving. Council also briefly discussed monitoring the situation with the surrounding communities regarding their McMansion ordinances. This currently does not seem to apply to Hopkins- but it is something the city will monitor. Tobacco Ordinance: City Council discussed the second reading of the ordinance coming back at a future meeting. The definition of accessory use was discussed. The percentage to calculate what is an accessory use may be 25% as opposed to 49% when second reading comes back to the Council. Hi~hway 169 Noise. Issue: City Manager Getschow stated that a letter is being sent to the person that had been in communications with our state representative regarding jake brake signs. Pursuant to state law, the city is not allowed to place such signs in any freeway or freeway ramp area. The city will copy Representative Simon on the correspondence back to the concerned resident. There being no further business, a motion was made by Brausen, seconded by Youakim to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 9:35 pm.
