11-20-07A regular meeting of the Hopkins City Council was held on November 20, 2007, in the
Council Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Brausen, Youakim, Rowan, and
Halverson. Also, present were staff members Getschow, Genellie, Stadler, Elverum,
Harkess, Beard, Kearney and City Attorney Jerry Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:30 p.m.
II. OPEN AGENDA -PUBLIC COMMENTS AND CONCERNS
There were none.
III. PRESENTATION
1. Certificate of Appreciation for Kersten Elverum
Holly Harralson, President, Board of The Hopkins/Minnetonka Family Resource Center,
and Barb Westmoreland, Hopkins School District, presented a certificate of appreciation
to Kersten Elverum. Kersten was one of the founding members of the
Hopkins/Minnetonka Family Resource Center and a member of the Board for fifteen years.
She was the City liaison to the Center and served as the President for several terms. Ms
Hearlson thanked Ms. Elverum for the years of service.
2. Hopkins Community Image Awards
Each year, the City of Hopkins recognizes properties for their contribution toward the
image of the community. Nominations were sought in September. The review committee
of five consists of two staff members, two residents, and one business owner. Properties
that receive four of the five possible review committee votes are presented with the
award. There are three categories; Commercial/Industrial/Office, Multi-Family Residential,
and Single-Family Residential. Tara Beard gave a slide show presentation of the
properties. Mark Senn accepted an award for Commercial/Industrial/Office, SAMS
Enterprises, 1202-1224 5t" St S. Dottie Rice accepted an award for Hopkins Village
Apartments, 9 7t" Ave S. in the Multi-Family Residential category. Four awards were
given in the Single-Family Residential category. The four awards were given to: Paul and
Kirsten Eickenberg, 26 7t" Ave N; Jocelyn and Jed Gorlin, 805 Park Terrace; Dale and
Sandy Vosika, 1418 Division St.; and Mark Goethke, 57 Monroe Ave S.

Chris Kearney, Building Official, came forward to explain the changes to section 400
since the first reading. State Statute mandates the local jurisdiction choose to enforce
either subpart 2 or subpart 3 in chapter 1306. The Fire Chief, Dale Specken, met with
the City Council to discuss this choice. It was then decided that the City would choose
subpart 2, which means that along with new construction, certain existing buildings
would have to be brought up to code with fire suppression.
Council Member Rowan moved and Council Member Halverson seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member
Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council
Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.

VII. NEW BUSINESS
1. City Insurance Renewal (CR2007-122)
Christine Harkess presented information regarding the renewal of insurance with the
League of Minnesota Cities Insurance Trust. While several liability rates will decrease,
rates for Hopkins will increase overall from 4 to 7% over last years premium due to higher
property values and reserves for ongoing liability claims. The Council may choose to
waive the statutory tort limit as they have done in the past. Finance recommended the
deductible amount of $20,000/$40,000 with $1,000 per occurrence after reaching the
maximum of $40,000. The current amount available in the insurance risk fund to cover
deductible costs is $172,664.
Council Member Rowan moved and Council Member Halverson seconded a motion to
renew the League of Minnesota Cities Insurance Trust policy and continue to waive the
statutory tort liability limits to the extent of the coverage. A poll of the vote was as
follows: Council Member Youakim, aye; Council Member Brausen, aye; Council Member
Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried
unanimously.

REPORTS -COMMITTEES/COMMISSIONS
2. Human Rights Commission
Judy Reinehr reported on the activities of the Human Rights Commission. The
Commission went to the School Board Meeting in October, participated in a diversity
workshop at Eisenhower, The Alice Smith International Festival, and presented at the
HBCA. The Commission was selected to do the introduction for Tracy Kitter, Pulitzer
Prize winning author, at the Hopkins Center for the Arts.
Ms. Reinehr spoke about the film, "The Letter", that the Commission will be showing on
Thursday, November 29, 2007. Ms. Reinehr mentioned several incidents of harassment
directed at the Ubah School.
OATH OF OFFICE
The City Clerk administered the oath of office to Margie A. Olson.
VIII. ADJOURNMENT
There being no further business, Council Member Brausen moved and Council Member
Youakim seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at 8:00 p.m.
