10-02-2018 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 2, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, October 2, 2018 at 7:04 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Finance Director Bishop, Director of Planning and Development Elverum, Assistant City Manager Lenz, City Attorney Riggs, Fire Chief Specken and Public Works Director Stadler. ADOPT AGENDA Motion by Campbell. Second by Gadd. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS 111.1. Act on Alzheimer's Award In addition to City staff, a representative present for the item was Laura Herman, Augustana Open Circle of Hopkins. Ms. Herman discussed Act on Alzheimer's, a collaboration between communities to create supportive environments for those touched by Alzheimer's disease. Ms. Herman discussed the goals of the program, resources, and educational opportunities. On Behalf of Act on Alzheimer's, Ms. Herman presented Mayor Cummings and the City of Hopkins with the Tim Tucker Spirit of Collaboration Award. Fire Chief Specken gave an overview of the training program and commented that the Resource Guides would be available at City Hall and the Fire Station. On behalf of the City Council, Mayor Cummings thanked Act on Alzheimer's for their partnership and commitment to seniors in the community. CONSENT AGENDA Motion by Campbell. Second by Halverson. Nays: None. Motion carried. PUBLIC HEARING V.1. Adopt Assessment Roll — 2018 Miscellaneous Special Assessments Finance Director Bishop discussed the staff report regarding the Special Assessment Roll. Mr. Bishop commented that notices have been mailed and that it is still possible to pay the assessment without interest until November 1, 2018. The City received one appeal from 425 Wayside Drive. Mr. Bishop commented that it is legal to assess the new owner but it is reasonable to waive the assessment and invoice the previous owner. Mayor Cummings opened the public hearing at 7:14 pm. No residents came forward to address the Council. Motion by Campbell. Second by Kuznia. Motion to close the Public Hearing at 7:14 p.m. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Campbell. Second by Kuznia. Motion to adopt Resolution 2018-081, Resolution for Adoption of Assessment Roll, 2018 Miscellaneous Special Assessments with the addition of waiving the assessment for 425 Wayside Drive. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. NEW BUSINESS VITA. Resolution Declaring a Vacancy on the Hopkins City Council Assistant City Manager Lenz discussed the staff report explaining that Council Member Campbell has resigned effective October 10, 2018. Ms. Lenz discussed the appointment and application process to fill the vacancy. Motion by Campbell. Second by Halverson. Motion to Approve Resolution 2018-077 Declaring a Vacancy on the Hopkins City Council. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 2, 2018 Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. On behalf of the Council, Mayor Cummings thanked Council Member Campbell for her service to the City of Hopkins. Council Member Campbell commented that she was honored to serve on the Council. Saturdays through October, 7:30 a.m. to Noon. • Fire Station Open House: Saturday, October 13 from 10 a.m. to 2 p.m. • Fire Station 125th Anniversary Celebration at LTD Brewery: Saturday, October 13 from 5 p.m. to 9 p.m. • The Depot Coffee House 20th Anniversary at The Depot on Saturday, October 20, 3- 5 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Campbell, second by Gadd, the meeting was unanimously adjourned at 7:20 p.m. OPEN AGENDA — PUBLIC COMMENTS AND CONCERNS Jane Allen, Hopkins, came forward to address the Council regarding concerns of the tax levy increase, city hiring practices and the future of Hopkins.
