2008-003CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 2008-003 • ESTABLISHING A RENTAL LICENSING PROPERTY MAINTENANCE CODE DEFICIENCY POINT SYSTEM FOR DETERMINING FREQUENCY OF INSPECTIONS FOR DETERMINING SUBSTANDARD DWELLINGS. • REVISING RENTAL DWELLING LICENSE FEES AND ESTABLISHING DWELLING INSPECTION FEES. • REVISING REINSPECTION FEES. WHEREAS, the City Council has enacted City Ordinance Section 407, which assures that rental housing in the City is decent, safe and sanitary; and WHEREAS, the City Council has determined that regular inspections ensure that the City's rental housing stock is decent, safe and sanitary; and WHEREAS, the City Council desires a system to determine substandard dwellings and to categorize dwellings into three groups whereby properties with very few deficiencies would be inspected on approximately athree-year cycle, properties with some deficiencies would be inspected on approximately atwo-year cycle, and properties with many deficiencies would be inspected on approximately aone-year cycle; and WHEREAS, the City Council desires to establish fees to fund the inspectors who perform the annual rental license and the periodic rental license inspections; and WHEREAS, the City Council desires to establish increased fees for multiple re- inspection of unresolved rental property deficiencies to defray the costs of multiple inspections. NOW, THEREFORE, BE IT RESOLVED that the City Council adopts the Rental License classification system developed by the Inspections Division whereby: a) Deficiency points are associated with the severity of the deficiency; and b) Properties with average of 4 or fewer points will be classified as Category A and inspected on approximately athree-year cycle, properties with an average of 5 to 10 points will be classified as Category B and inspected on approximately atwo- year cycle, and properties with an average of 11 or more points will be classified as Category C and inspected on approximately aone-year cycle; and c) Deficiency points will be also used in the determination of a substandard dwelling as defined in Section 407.10; and uwraN - ".Faye,....."
