12-18-2018 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 18, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, December 18, 2018 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd, Hunke attending. Staff present included City Manager Mornson, Finance Director Bishop and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Hunke. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Hunke. Nays: None. Motion carried. CONSENT AGENDA Motion by Kuznia. Second by Halverson. Motion to Approve the Consent Agenda. 1. Minutes of the December 4, 2018 City Council Regular Meeting Proceedings 2. Minutes of the December 4, 2018 City Council Work Session following Regular Meeting Proceedings 3. Minutes of the December 11, 2018 City Council Work Session Proceedings 4. Renewal for General Liability and Property Insurance and Authorize Not Waiving the Statutory Tort Liability Coverage on League of Minnesota Insurance Trust Policy Ayes: Kuznia, Halverson, Cummings, Gadd, Hunke. Nays: None. Motion carried. NEW BUSINESS VITA. Water and Sanitary Sewer Rate Increases Finance Director Bishop discussed the staff report regarding the proposed water and sanitary sewer rate increase. Mr. Bishop commented that the proposed rate increase is based on the Utility Rate Study and the ongoing operational and capital needs in the water and sewer funds. Mr. Bishop discussed the proposed increases, impacts to users and the tiered rate structure. Mr. Bishop commented that the rates are calculated on a monthly basis. Motion by Gadd. Second by Hunke. Motion to Adopt Resolution 2018-091 Increasing Water and Sanitary Sewer Rates Effective January 1, 2019. Motion carried ANNOUNCEMENTS • City Hall will be closed on December 24, 25, 31 and January 1. • The next City Council meeting will be held on Wednesday, January 2, 2019 at 7 p.m. • City Hall services available at the Fire Station starting Wednesday, January 2, 2019 until the City Hall remodel is complete. • On behalf of the City Council, Mayor Cummings wished everyone a happy and healthy 2019. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Kuznia, second by Hunke, the meeting was unanimously adjourned at 7:07 p.m. OPEN AGENDA— PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
