AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, May 21, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, May 21, 2019 at 7:18 p.m. at the Hopkins Fire Station, 101 17th
Avenue South, Hopkins.
Mayor Gadd called the meeting to order with Council Members Brausen, Kuznia,
Halverson and Hunke attending. Staff present included City Manager Mornson, Finance
Director Bishop, Director of Planning and Development Elverum, Assistant City
Manager Lenz and Community Development Coordinator Youngquist.
Beacon Interfaith Housing Collaborative
In addition to City staff, representatives present for the item were Kevin Walker and
Greg Zoidis, Beacon Interfaith Housing Collaborative and Anna Petersmeyer,
Volunteers of America (VOA). Director of Planning and Development Elverum
introduced the proposed project and gave an overview of the application process.
Mr. Zoidis introduced Beacon Interfaith Housing Collaborative's vision and purpose that
all people have a home. Mr. Zoidis explained that there is no formal proposed action at
this time just a public conversation regarding the need for supportive affordable homes.
Tarrah Palm, ResourceWest came forward and discussed area housing needs and the
importance of stable housing. Peg Keenan, ICA Food Shelf, came forward and
discussed ICA's housing support to keep people in their homes.
Mr. Walker, discussed Beacon's development track record and commented on Hopkins'
responsiveness to community needs. Mr. Walker discussed Beacon's mission, goals
and best practices. Mr. Walker invited the City Council to visit Beacon properties.
Lisa Walker, Hopkins School District, came forward and discussed housing Impacts on
students in the public schools. Sarah Granger, At Move Forward, came forward and
discussed the need for supportive affordable housing options for families.
Anna Petersmeyer, VOA, discussed VOA's mission, role and partnership with Beacon
to provide supportive housing and foster stability.
Father Liekhus, St. Gabriel Catholic Church, came forward and commented on the
mission of the parish.
Council Member Brausen asked about the Beacon properties. Mr. Walker discussed the
different services Beacon offers at their properties. Mayor Gadd asked about the
definition of affordable housing. Mr. Walker commented that Beacon property rents are
$800-$1250 per month. Council Member Halverson asked about income guidelines. Mr.
Walker explained the affordability guidelines. Council asked VOA to provide references
regarding their work with the public housing authority. Mayor Gadd thanked the
representatives for the presentation, that the Council looks forward to continuing the
discussion and encouraged them to continue to work with city staff as they move
forward in the planning process.
Community Development
Ms. Elverum shared information about the proposed Hopkins Affordable Housing-
Inclusionary Housing Policy. There was Council discussion about impacts of the policy,
comparison to other cities and how it affects the City of Hopkins. After reviewing the
information, Council can contact staff if there is a need more clarification.
Discussion continued regarding property annexation with the City of Minnetonka,
possible Beacon requirements and request for support from the City of Hopkins, the
Blake Road Dairy Queen site and proposed rendering and the Doran litigation.
City Council
• Council Member Brausen appreciates the community engagement at the City
Council meetings.
• Council Member Kuznia attended the SW Community Works steering group and
gave an overview of the affordable housing discussion.
• Council Member Kuznia discussed Interlachen Park resident concerns about curb
and gutter improvements. Residents should contact city engineering staff with
questions and concerns.
• Council Member Hunke commented on the ArtSpace frequently asked questions.
Staff would be clarifying the neighborhood questions and would update the Council.
• Mayor Gadd discussed a resident complaint about a dumpster at The Moline,
parking on Mainstreet and road conditions. Staff would investigate.
• Mayor Gadd and City Manager Morrison would be meeting with Interlachen resident,
John Sturgis regarding the rental property concerns.
• There was discussion about Blake School event parking.
• Mayor Gadd attended the Loaves and Fishes breakfast.
Administration:
City Manager Morrison gave the following updates:
• Mayor Gadd is being appointed on Thursday to a League of Minnesota Cities
committee.
• Update on the City Hall incident, staff training, monitoring of the front desk and
security improvements.
• Discussion of the massage ordinance.
• Discussion about the meet and greet event at the Hopkins Community Gardens.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Kuznia, seconded by Brausen, the meeting was unanimously adjourned at 9:06 p.m.
