03-18-2008A regular meeting of the Hopkins City Council was held on March 18, 2008, in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell and Council Members Brausen, Youakim, Rowan, and Halverson. Also, present were staff members Getschow, Genellie, Stadler, Elverum, Bradford, and City Attorney Jerry Steiner. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:30 p.m. II. OPEN AGENDA -PUBLIC COMMENTS AND CONCERNS There were none. III. PRESENTATION 1. Hopkins Minnetonka Family Resource Center, Judy Elling Judy Elling, Executive Director of the Hopkins Minnetonka Family Resource Center, started her job on March 3, 2008. The Center will continue current programs and will reach out more to Minnetonka youth. They also plan to set up a computer center for training and job search. IV. CONSENT AGENDA 1 . Approve Change Order for Hiawatha and Van Buren Culvert Improvement Project (CR2008-031) 5. Resolution Approving Changes to Certain Fees (CR2008-029) 6. Approve Master Partnership Agreement between City of Hopkins and MnDot (CR2008-025) 7. Approve Appointment of Deputy City Clerk (2008-028) 8. Approve Appointment of Todd Stroessner to the Human Rights Commission (Memo) 9. Approve Temporary Liquor License for Rotary Club (CR2008-027) Council Member Rowan moved and Council Member Brausen seconded a motion to approve the Consent Agenda. A poll of the vote was as follows: Council Member Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. V. NEW BUSINESS 1 . Approve STS (Sentence to Serve) Contract with Hennepin County (CR2008- 030) This is an agreement between the City and Hennepin County. The City will pay Hennepin County $24,000 for Maintenance of Excelsior Boulevard by a six to eight person crew, three days per week, six hours per day, from April 28, 2008 to October 31, 2008. The work crews are equipped and insured by the County and supervised by a full time County employed supervisor. This would be the second year the City has used the program. Last year, the City contracted for two days per week. The experience with the program last year was very positive. Council Member Brausen moved and Council Member Youakim seconded a motion to authorize the Mayor and City Manager to sign an agreement for purchase of services through the Hennepin County Department of Community Corrections Sentencing to Service work program. A poll of the vote was as follows: Council Member Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. VIII. ADJOURNMENT There being no further business, Council Member Brausen moved and Council Member Halverson seconded a motion to adjourn the meeting.
