MINUTES OF THE HRA REGULAR MEETING PROCEEDINGS TUESDAY, FEBRUARY 4, 2020 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins Housing and Redevelopment Authority was held on Tuesday, February 4, 2020 at 7:00 p.m. in the Council Chambers at City Hall, 1010 1st Street South, Hopkins. Mayor Gadd called the meeting to order with Commissioners Halverson, Hunke, Kuznia and Brausen attending. Also present were Executive Director Mike Mornson and Assistant Executive Director Kersten Elverum. CONSENT AGENDA Motion by Halverson Second by Beck Motion to approve the Consent Agenda. 1. With approval of this motion, the HRA Board and the Executive Director will implement the proper planning and procurement process to utilize the estimated $90,000 the HRA will receive in 2020 Capital Funds from the U.S. Department of Housing and Urban Development. Overview The HRA was recently notified of the upcoming availability of the annual Capital Fund Program for 2020. This year the exact allocation has not yet been determined. We plan to utilize the funds to support the proposed work and Operations at Dow Towers. Possible projects include: replacement of concrete and asphalt, parking lot repairs, roof and security system upgrades. Primary Issues to Consider Why do we need to act? The guidance provided to the Hopkins HRA from the HUD field office indicates that a resolution accepting and authorizing the use of these funds is now required. Stacy Unowsky, Executive Director HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION No. 534 RESOLUTION AUTHORIZING ACCEPTANCE AND USE OF 2020 CAPITAL FUNDS WHEREAS, the Housing and Redevelopment Authority In and For the City of Hopkins, Minnesota, (the “Authority”) operates a Low Rent Public Housing Program; and, WHEREAS, the Authority and the Department of Housing and Urban Development will enter into a Capital Fund ACC Amendment for Fiscal Year 2020 for the purpose of carrying out capital activities at Dow Towers. NOW, THEREFORE, BE IT RESOLVED that the Authority Board of Commissioners hereby authorizes the Authority to accept an estimated amount of 90,000 in Capital Fund Program funding and authorizes the use of such funds. Jason Gadd, HRA Board Chair ATTEST: Stacy Unowsky, Executive Director March 4, 2020 HRA Report 2020-05 PUBLIC HEARING APPROVAL OF HOPKINS HRA 5-Year PHA PLAN and the ANNUAL AND FIVE-YEAR ACTION PLANS Proposed Action Staff recommends approval of the following motion: Adopt Resolution 536 authorizing approval of 5-Year PHA Plan, Annual Plan and the Five-Year Action Plan, and subsequent submission to HUD. Overview The objective of the 5-Year PHA Plan is to provide information on policies, rules and requirements concerning the PHA operations and programs. The objective of the Annual and Five-Year Action Plans is to describe the plans for capital projects over the next five years. The Plans detail the needs and the priorities for upcoming work and provide estimates for each. Federal regulations were published regarding the format and timeline for submission of these plans. The Department of Housing and Urban Development developed the template for all Housing Authorities to use for electronic submission of the Annual and the Five-Year Action Plans. We are to submit these plans and additional forms and paperwork following the approval by the HRA Board. Supporting Documentation 5-Year PHA Plan HUD 50075-5Y Capital Fund Program—Five-Year Action Plan HUD 50075.2 HRA Resolution 536 Analysis What type of plan will the Hopkins HRA need to submit? The Hopkins HRA is required to submit the 5-Year PHA every five years. The updated Annual and Five-Year Action Plans need to be submitted each year. This year, we made changes to the plan from last year to reflect on upcoming work that we will complete in the next year. Last year we were funded by MHFA to do a larger project that included replacement of the existing exhaust and ventilation system, water softeners, water heating and exterior door. Several additional items were discovered during that project and were added to work to be completed this year. The previous year’s Capital Fund plans will be revised to accommodate this project and other needs at Dow Towers. The shortfall in federal operating funds has been an ongoing issue, and we are recommending a portion of the annual funds be designated to Operations. Small HRAs are allowed flexibility in the use of capital funds. The projects listed in the 5-year action plan are also updated to allow for work that is needed soon. We do change the timing on this work occasionally based on actual costs or items that may be aligned with priorities established by MHFA. The Five-Year Action plan requires HUD review and approval, prior to the actual distribution of the 2020 Capital Fund Plans. Alternatives The HRA Board of Commissioners has the following alternatives available for addressing this issue: Adopt Resolution 536 and approve the 5-Year PHA Plan, Annual and Five-Year Action Plans. Jason Gadd, HRA Board Chair ATTEST: Stacy Unowsky, Executive Director March 4, 2020 HRA Report 2020-04 Public Housing Operating Budget Proposed Action Staff recommends the following motion: adopt Resolution 535, approving the Operating Budget for the period ending 3/31/21. With approval of this motion, staff will complete the Operating Budget documents and make them available to HUD for their review, adjustment and approval. Overview Each year the HRA is required by the Department of Housing and Urban Development HUD) to develop and approve a budget for the operation of the 76 units of Hopkins HRA-owned Public Housing at Dow Towers. HUD currently distributes Operating Subsidy based on the calendar year rather than the HRA fiscal year. In addition to preparing the fiscal year budget, HUD annually requests the submission of the Operating Subsidy Calculation. When Congress determines the amount of funding for public housing programs, we will be notified of the actual amount. For 2020, we will receive Operating Subsidy funding from HUD to assist in the general operations at Dow Towers. Currently, we are anticipating receiving approximately 85 percent of federal Operating Subsidy. The Operating Budget is for our use as a guide during our budget year; however, HUD requires the Budget to be reviewed and approved by resolution.
