Resolution Approving an Off-Sale Liquor License
for Onkar Inc. dba Richard’s Liquor
Proposed Action
Staff recommends adoption of the following motion: Move to grant an Off-sale Liquor License
to Onkar Inc. dba Richard’s Liquor by adopting Resolution 2020-050.
Overview
In accordance with City Code Chapter 4, the City Council is asked to review the application for
off-sale liquor sales at Richard’s Liquor located at 22 10th Avenue North. The licensed premise
includes the interior leased space at 22 10th Avenue North. This liquor license application was
generated due to a change in ownership of Onkar Inc. No other changes are expected in the
current operations.
The Police Department conducted on Jaskarn Johal, President of Onkar Inc. The Police
Department has no reservations in approving the license based upon the results of that
investigation. As a liquor license holder, Richard’s Liquor representatives will be required to
attend liquor control training and will be subject to alcohol compliance checks.
Upon City Council approval of the liquor license request, the State application will be sent to the
Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division, for
issuance. The liquor licenses will become effective upon all conditions being met in Resolution
2020-050 and will expire on June 30, 2021.

RESOLUTION 2020-050
APPROVING AN OFF-SALE LIQUOR LICENSE
TO ONKAR INC. DBA RICHARD’S LIQUOR
WHEREAS, the City Council, pursuant to City Code Chapter 4, allowed public comment on
March 4, 2020, with respect to the issuance of an Off-Sale Liquor License to Onkar Inc. dba
Richard’s Liquor, for its retail space located at 22 10th Avenue North, Hopkins; and
WHEREAS, the City Council has reviewed the application as it is on file with the City
Clerk; and
WHEREAS, the Hopkins Police Department has reviewed the application as it is on file
with the City Clerk and has no reservations about the licensers being issued.
NOW, THEREFORE BE IT NOW RESOLVED, by the City Council of the City of
Hopkins as follows:
1. To grant and approve an Off-Sale Liquor Licenses to Onkar Inc. dba Richard’s Liquor for
the premise located at 22 10th Avenue North.
2. The license is conditioned on the applicant’s ongoing compliance with its application
that is on file with the City Clerk, and is further subject to the following:
A. All terms and conditions of the City Code Chapter 4 Alcoholic Beverages and
Minnesota Statute 340A.
3. The Mayor and City Clerk are hereby authorized to execute said license.
4. This license shall expire at 11:59 p.m. on June 30, 2021.
