A RESOLUTION MAKING A NEGATIVE DECLARATION OF NEED REGARDING
AN ENVIRONMENTAL IMPACT STATEMENT FOR THE BLAKE ROAD STATION
DEVELOPMENT
WHEREAS, the Cit�� of Hopl:ins prepared an Environmental Assessment Worksheet
(Ef1�� for the Blake Road Station Development pursuant to Minnesota Rules 4410; and
WHEREAS, the �A��C1 �vas distributed to the agencies and public for the required 30-da5�
commcnt period August 31, 2O2O; and
WHEREAS, the 30-da}' comment period ended on September 30, 2020; and
WHEREAS, the prepararion of the Blake Road Starion EA��' and comments received on
the FJ1W' have generated information adequate to determine whether the proposed project has the
potential for ent�ironmental impacts; and
WHEREAS, the EAW has identified areas �vhere the potential for en��ironmental effects
exist, but appropriate measures have or will be incorporated into the project plan and/or permits to
reasonabl}' mitigate those impacts; and
WHEREAS, the development is elpected to compl�� �vith all the Cit�� of Hopkins and
re��iew a�;enct� standards; and
WHEREAS, based on the criteria established in 1�linnesota Rules 4410.1700 and the
Pindings c�f Fact and Conclusions, the project does not hai-e the potential for significant
environmental effects; and
WHAREAS, as required b�� Cit}' Code Part III, Chapter 1O0, Article II — Environmental
Re�°ie��, the Planning &`Loning Commission of the Cit�� of Hopkins reviewed all the information in
thc staff inemo dated C)ctober 14, 2020 and a�recd with the findin�;s detailed in the staff inemo; and
Whereas, the Cit�� Council of thc Citt� of Hopkins revie�ved all the information in Cit��
Council Report 2C)20-f180 dated October 2(1, 2O20 and the Planning &"Loning Commission's
recommendation; and
NOW, THEREFORE, BE IT RESOLVED, that the Cit�� Council of the Cit�� of
Hopkins hereby makes a negative declaration of need regarding an environmental impact statement
for the Blake Road Station Development.
