Minutes of the November 17, 2020 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 17, 2020 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, November 17, 2020 at 7:00 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Gadd called the meeting to order with Council Members Beck via virtual means, Brausen, Halverson and Hunke attending. Others attending included City Manager Mornson, Assistant City Manager Lenz, Director of Planning and Economic Development Elverum, City Planner Lindahl, City Clerk Domeier, Director of Public Works Stadler, City Attorney Riggs and Finance Director Bishop. Mayor Gadd provided information on the meeting format and other opening remarks. ADOPT AGENDA Motion by Brausen. Second by Hunke. Motion to amend the Agenda to remove New Business Item VI.1. Award Sale of $2,350,000 General Obligation Refunding Bonds, Series 2020B . Ayes: All. Nays: None. Motion carried. PRESENTATIONS III.1. 2020 Hopkins Community Image Awards; Elverum City Planner Lindahl provided a presentation showcasing all the 2020 winners. Due to COVID-19 the awards were provided prior to the City Council meeting. CONSENT AGENDA Motion by Brausen. Second by Halverson. Motion to Approve the Consent Agenda. 1. Approval of the 2021 City Council Meeting Schedule; Domeier Ayes: Beck, Brausen, Halverson, Hunke, Gadd Nays: None. Motion carried. NEW BUSINESS VII.2. Calling for a Public Hearing and Providing Preliminary Approval for the Issuance of Housing Revenue Bonds for the Benefit of Trellis Co; Bishop Finance Director Bishop provided a summary of Council Report 2020-090 authorizing the issuance of revenue bonds to finance the multifamily housing development. Gina Fiorini of Kennedy & Graven was available to answer questions. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 17, 2020 Mayor Gadd clarified that the approval does not affect the tax levy or general fund. Mr. Bishop stated there was no obligation to the City. Dan Walsh of Trellis provided background information on the project. Mayor Gadd questioned the benefit to the City and any implications. Ms. Fiorini stated this will not impact the City’s credit rating or ability to issue their o wn bonds. All the bonds will be paid from revenues pledged to the bonds. Council Member Hunke questioned the timeline for the public hearing. Mr. Bishop anticipated the hearing will occur in April. Mr. Walsh concurred and provided additional information on the financing process. Council Member Brausen questioned the construction timeline to which Mr. Walsh provided the proposed schedule. Council Member Brausen requested a tour of the project at some point. Motion by Halverson. Second by Beck. Motion to Adopt Resolution 2020-061: Calling Public Hearing Regarding the Issuance of Housing Revenue Bonds and Providing Preliminary Approval for the Issuance of Housing Revenue Bonds. Ayes: Beck, Brausen, Halverson, Hunke, Gadd. Nays: None. Motion carried. VII.3. 2021-2025 Equipment Replacement Plan (ERP); Bishop Finance Director Bishop provided a summary of Council Report 2020-086 related to the next five years of the twenty-year replacement schedule. Council Member Brausen thanked staff for their work on the plan. Council Member Hunke noted that the plan was based on the projected 1.48% tax levy increase. Motion by Hunke. Second by Halverson. Motion to Adopt the 2021-2025 Equipment Replacement Plan. Ayes: Beck, Brausen, Halverson, Hunke, Gadd Nays: None. Motion carried. VII.4. 2021-2025 Capital Improvement Plan (CIP); Bishop Finance Director Bishop provided a summary of Council Report 2020-087 where the planning document helps the City anticipate major capital items. Council Member Brausen questioned the trunk water main rehabilitation project. Director of Public Works Stadler stated the location is by the water treatment plant and Highway 7. Ayes: Beck, Brausen, Halverson, Hunke, Gadd Nays: None. Motion carried. VII.5. Approve Water and Sanitary Sewer Rate Increases; Bishop Finance Director Bishop provided a summary of Council Report 2020-088 related to the proposed 2021 water and sanitary sewer rate increases. Motion by Beck. Second by Brausen. Motion to approve Resolution 2020-059 Increasing Water and Sanitary Sewer Rates Effective January 1, 2021. Ayes: Beck, Brausen, Halverson, Hunke, Gadd Nays: None. Motion carried. VII.6. 2040 Comprehensive Plan – Cultivate Hopkins Final Approval; Lindahl City Planner Lindahl and Haila Maze with Bolten & Menk provided a summary of Council Report 2020-09 outlining the 2040 Comprehensive Plan including next steps in the adoption and implementation process. Mayor Gadd, Council Members Hunke and Brausen along with City Planner thanked everyone who worked on the plan, participated in the process and recognized the various means used to gather input. Motion by Hunke. Second by Brausen. Motion to adopt Resolution 2020-059 approving the City of Hopkins 2040 Comprehensive Plan Update – Cultivate Hopkins, and the Comprehensive Sewer Plan, a compilation of policy statements, goals, standards, and maps for guiding the overall development and redevelopment of the local governmental unit. Ayes: Beck, Brausen, Halverson, Hunke, Gadd. Nays: None. Motion carried. VII.7. First Reading: Ordinance Amending Chapter 10, Article XIII of the Hopkins City Code Regarding Tobacco Products; Domeier City Clerk Domeier provided a summary of Council Report 2020-085 requesting that the City Council amend City Code related to tobacco products to mirror state statute for compliance checks. Motion by Hunke. Second by Beck. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 17, 2020 Motion to adopt for first reading Ordinance 2020-1159 An Ordinance Amending Chapter 10, Article XIII of the Hopkins City Code Regarding Tobacco Products. Ayes: Beck, Brausen, Halverson, Hunke, Gadd Nays: None. Motion carried. ANNOUNCEMENTS Mayor Gadd stated the City Council will hold a virtual budgeting meeting on November 30 at 7 p.m. The next regular meeting will be on December 1 at 7 p.m. He also provided information on Give to the Max Day.
