JANUARY 19, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, January 19, 2021 at 7:00 p.m. in the Council Chambers at City Hall,
1010 1 St Street South.
Mayor Gadd called the meeting to order with Council Members Beck, Brausen, Halverson
and Hunke attending. Others attending included City Manager Mornson, Assistant City
Manager Lenz, Director of Public Works Stadler, City Planner Lindahl, Director of
Planning and Development Elverum, Community Development Coordinator Youngquist
and City Attorney Riggs.
Mayor Gadd provided information on the meeting format and other opening remarks.
ADOPT AGENDA
Motion by Brausen. Second by Hunke.
Motion to Adopt the Agenda.
Ayes: Beck, Brausen, Halverson, Hunke, Gadd.
Nays: None. Motion carried.
CONSENT AGENDA
Motion by Brausen. Second by Beck.
Motion to Approve the Consent Agenda.
1. Minutes of the January 5, 2021 City Council Regular Meeting Proceedings
2. Minutes of the January 12, 2021 City Council Work Session Proceedings
3. Home Energy Squad Partnership Agreement with the Center for Energy and
the Environment; Youngquist
4. Assignment and Assumption of Gallery Flats Parking Lease Agreement;
Stadler
5. Approve Agreement with Hennepin County for Assessing Services; Bishop
6. Approval of 2021 Union Contract with L.E.L.S. #142 Public Service Officers;

PUBLIC HEARING
V.1. Second Reading of Ordinance 2020-1162; Lindahl
City Planner Lindahl provided a summary of the memorandum requesting a second
reading of Ordinance 2020-1162. Vacation of the easement is necessary to prepare the
property for redevelopment by Beacon Interfaith Housing Collaborative who plans to
construct the Vista 44 apartment building. Discussion was held regarding the project
and timeline of the process.

Mayor Gadd opened the Public Hearing at 7:07 p.m.
Motion by Halverson. Second by Brausen.
Motion to Close the Public Hearing.
Ayes: All.
Nays: None. Motion carried.
Motion by Beck. Second by Brausen.
Motion to adopt Resolution 2020-069, approving the second reading of
Ordinance 2020-1162 vacating the north-south utility easement in Block 8, West
Minneapolis Addition and authorizing its publication.
Ayes: Beck, Brausen, Halverson, Hunke, Gadd.
Nays: None. Motion carried.
NEW BUSINESS
VI1.1. Vista 44 Planned Unit Development (PUD) Agreement; Lindahl
City Planner Lindahl provided a summary of the memorandum requesting approval and
execution of the Vista 44 Planned Unit Development agreement. Mayor Gadd
confirmed that City Attorney Riggs was comfortable with the changes proposed to the
Planned Unit Development modification. Mr. Riggs agreed with the summary provided
by Mr. Lindahl including a modified motion to allow for revisions to be made the City
Attorney. Chris Dettling with Beacon Interfaith provided more information on the sister
entity for tax credit purposes. Mr. Lindahl reviewed the requirements for the project.
Motion by Hunke. Second by Halverson.
Motion to approve the Vista 44 Planned Unit Development Agreement and
authorize the Mayor and City Manager to enter into this agreement for any
revisions deemed necessary by the City Attorney.
Ayes: Beck, Brausen, Halverson, Hunke, Gadd.
Nays: None. Motion carried.
VI1.2. 2021 Finance Update; Bishop
Finance Director Bishop provided a presentation highlighting accomplishments in 2020
and projecting out for 2021. He also provide information on the Community
Engagement Plan for the 2022 Annual Budget. He noted that the Truth in Taxation
hearing date will be set with the Preliminary Levy.

Mayor Gadd and Council Member Brausen appreciated the work done on the budget
engagement plan and transparency. Council Member Brausen requested that the
presentations be added to the City website budget page. Council Member Beck
concurred with the previous comments.
ANNOUNCEMENTS
City Manager Mornson stated that five members of the public will be allowed to attend
City Council meetings by reservation starting in February. More information will be made
available on the City's website. Mayor Gadd stated that the next meeting will be on
February 2 at 7 p.m.
ADJOURNMENT
There being no further information to come before the City Council and upon a motion
by Brausen, second by Hunke, the meeting was unanimously adjourned at 7:44 p.m.
