06-10-2008 WSJune 10, 2008 Page 1 MINUTES OF THE CITY COUNCIL WORK SESSION Tuesday, .Tune 10, 2008 Mayor Maxwell called the meeting to order at 6:35 pm. Present were Mayor Maxwell and Council members Halverson, Brausen, Youakim and Rowan. City personnel present were City Manager Rick Getschow, City Facilities Director Jay Strachota and Executive Arts Director Susan Hanna-Bibus. I-Iopkins Center for the Arts Capacity and Pro~rammin~ Discussion: Jay Strachota and Susan Hanna-Bibus of the Hopkins Center for the Arts provided a presentation to the City Council on the meet and confer process, the capacity at the center and issues related to the programming at the center. There was council discussion regarding the need to fill the remaining capacity that exists. There was further discussion on the programming at the Center and alternative sources of revenue that may be needed to keep the Center viable. City Manager Getschow will follow-up with Arts Center staff for the future discussion with the City Council regarding Art Center financing and Arts Center programming. 2008-2009 Goals: City Manager Getschow and the Council continued to discuss goals for 2008-2009. The three main goals, which will include several objectives, include: Build on the small town feel of Hopkins Promote and enhance smart urban design and walkability in Hopkins. "Take it to Them" (Citizen Engagement). Other: City Manager Getschow discussed some items in the monthly Economic Development report that included such projects as: Fifth Ave Flats, Market Place and Main, Cargill, EBCO Properties, Atlas Cold Storage, Blake Rd. Corridor projects, the Mayon Plastics project and the Habitat for Humanity project. Council member Youakim asked about the process for businesses that got into the shopping and dining guide, which is going out within the next week or two. Council member Youakim asked to check on an issue regarding suggested crosswalks on the 73 and 5 project. Council discussed the Japs Olson potential expansion and the desire to redevelop the Kuhn's Oil site. Council member Youakim asked staff to look into the potential sidewalk that could be on Second Street between Alliant Tech and the Cargill property. The Mayor asked for an update on L.A. Fitness.
