CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, March 15, 2022 at 7:00 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Beck and Garrido
attending. Council Members Balan and Hunke was absent. Others attending included City
Manager Mornson, City Clerk Domeier, Public Works Director Stanley, Director of
Planning and Development Elverum, Finance Director Bishop, City Engineer Klingbeil,
Community Development Coordinator Youngquist, Management Analyst Imihy Bean and
City Attorney Riggs.
ADOPT AGENDA
Mayor Hanlon provided two updates to the Agenda: Under Presentations, the addition
of the Community Image Awards; and under the Consent Agenda, the addition of
a Resolution authorizing the application to the MPCA to Host a GreenCorps Member
for the 2022-2023 Program Year.
Motion by Beck. Second by Garrido.
Motion to Adopt the Agenda as Amended.

PRESENTATIONS
111.1. Community Image Awards; Elverum
Atelier Academy of Beauty won a Community Image Award last year and the owner,
William Anderson, was unable to attend the original meeting. Mr. Anderson was in
attendance to accept the award. Mayor Hanlon thanked Mr. Anderson for his investment
in Mainstreet Hopkins.
111.2. Update from Hennepin County Commissioner Chris LaTondresse; Hanlon
Hennepin County Commissioner Chris LaTondresse provided an update to the City
Council. Council Member Beck shared his request for additional funding including a
parking structure instead of surface parking at the Shady Oak Station. Mayor Hanlon
asked for resources available for public safety and mental health initiatives.

NEW BUSINESS
VII.1. Resolution Approving a Brew Pub Off-Sale License and an On-Sale
Intoxicating Liquor License with Sunday Sales for Bear Cave Brewing, LLC;
Domeier
City Clerk Domeier summarized Council Report 2022-024. Jillian Link submitted an
application for a brew pub off-sale license and an on-sale intoxicating liquor license with
Sunday sales at Bear Cave Brewing, a new brew pub and restaurant to be located at
1201 Mainstreet. The licensed premise includes the interior space, rooftop patio and
plaza area.
Ms. Link and her team shared more about their business, including the self-serve tap
system, menu and beer options and unique payment system. Mayor Hanlon thank Ms.
Link for her investment in Hopkins Mainstreet. The City Council shared their excitement
for the new brewery in Hopkins.

Motion to adopt Resolution 2022-019 Approving a Brew Pub Off-Sale License and
an On-Sale Intoxicating Liquor License with Sunday Sales for Bear Cave Brewing,
LLC.

VII.2. Accept Bids and Award of Contract — 2022 Trunk Watermain Rehabilitation,
City Project 2021-05; Klingbeil
City Engineer Klingbeil summarized Council Report 2022-025. The bid opening for the
2022 Trunk Watermain Rehabilitation was held on March 4, 2022. This project involves
rehabilitation of the trunk watermain system in the area of the Water Treatment Plant and
several watermain crossings of TH 7.
Motion by Beck. Second by Garrido.
Motion to adopt Resolution 2022-021 Accepting Bid 2022 Truck Watermain
Rehabilitation City Project 2021-05.

Watermain Rehabilitation City Project 2021-05.

VII.3. Request for Proposals — 102 10th Avenue North; Elverum
Director of Planning and Development Elverum summarized Council Report 2022-028.
The City owns the property at 102 10th Avenue North, currently used as a municipal
parking lot. It serves as free parking for employees and customers of downtown Hopkins
and recently as a temporary park and ride location for Metro Transit. The lot is
underutilized for parking and at the January 7, 2022, goal setting session of the Council,
support was shown for soliciting proposals for a development on this site. Additional
discussion was held at the February 15, 2022 City Council Meeting, which gave further
direction for the desired development.
Council Member Garrido wanted to consider the resident feedback regarding affordability
and include it in the RFP. Council Member Beck questioned the two and a half stories for
residential and only two stories for commercial. He wondered if there should be a height
requirement for the stories. Ms. Elverum clarified the difference in building stories. Mr.
Beck supported keeping building story heights the same. He shared emails about
affordable ownership options and noted it may be worth adding to the RFP. Mayor Hanlon
supported keeping the commercial and residential height the same and affordable
ownership opportunities.
Ms. Elverum clarified the changes including the language to grow the tax base, include
affordable housing in the vision, explore cooperative land trusts and use the story height
requirements in the code. She also shared the list of contacts and planned to reach out
to organizations that support developers of color.
City Attorney Riggs stated that his team was still completing the title work. The RFP will
be added to the April 5 Consent Agenda for consideration.
VII.4. Fourth Quarter Financial Update; Bishop
Finance Director Bishop provided the fourth quarter financial report red based on
preliminary and unaudited results.
Council Member Beck was impressed about the Arts Center funds. He encouraged
moving funds into the Pavilion fund and having the partners contribute to the Depot fund
balance. Mayor Hanlon was also impressed with the Arts Center funds. He questioned

the use of the surplus funds and requested a future discussion. Mr. Beck requested that
the discussion include the benefits of carrying the higher fund balance.

There being no further business to come before the City Council and upon a motion by
Garrido, second by Beck, the meeting was unanimously adjourned at 8:20 p.m.
