CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, April 5, 2022 at 7:02 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Beck, Garrido
and Hunke attending. Others attending included City Manager Mornson, Assistant City
Manager Lenz, City Clerk Domeier, Community Development Coordinator Youngquist,
Director of Planning and Development Elverum, Finance Director Bishop, Management
Analyst Imihy Bean, Planner Lindahl and City Attorney Riggs.

CONSENT AGENDA

NEW BUSINESS
VII.1. Award the Sale of $7,800,000 General Obligations Bonds, Series 2022A;
Bishop
Finance Director Bishop summarized Council Report 2022-037. The City has the authority
to issue General Obligation bonds to pay for streets improvements, utility improvements,
mill & overlay projects and equipment purchases. At the March 1, 2022 Council Meeting,
the Council authorized the sale of$9,840,000 General Obligation Bonds which has been
reduced to $7,265,000. The sale amount was reduced for actual construction contracts
awarded and the removal of the refunding portion. Stacie Kvilvang with Ehlers &
Associates summarized the bid results.

Motion by Hunke. Second by Balan.
Motion to adopt Resolution No. 2022-032 awarding the sale of General Obligation
Bonds, Series 2022A, in the original aggregate principal amount of $7,265,000;
fixing their form and specifications; directing their execution and delivery; and
providing for their payment.

Nays: None. Motion carried.
VII.2. Blake Road Station Site Plan Review for Site B; Lindahl
City Planner Lindahl summarized Council Report 2022-036. Trilogy Real Estate Group
requested an amendment to the Blake Road Station Planned Unit Development
(PUD)site plan review for Blake Road Station Site B. Representatives from Trilogy and
ESG provided a summary of the proposed Blake Road Station — Site B.
Council Member Beck questioned if there will be a TIF request for Site B. The applicant
anticipated an update on grant applications for environmental mitigation this summer.
Council Member Hunke questioned the road construction along the east side of Building
C. The applicant shared phasing plans that included keeping the Goodwill parking lot
under contract and discussions with SWLRT. Council Member Hunke requested the
applicant incorporate affording housing into Building C. Brief discussion was held about
the fair housing policy, sustainability and energy efficient initiatives.
Motion by Balan. Second by Garrido.
Motion to adopt Resolution 2022-031 approving the site plan for Blake Road
Station Site B (PID 19-117-21-42-0046), subject to conditions.

VII.3. Agreement to Enter into a Micromobility Sharing Services with Bird Rides,
Inc.; Imihy Bean
Management Analyst lmihy Bean summarized Council Report 2022-033. The City Council
amended the City Code to allow for the micromobility sharing operations such as bicycles,
electric-assisted bicycles, and electric scooters. Following this code amendment, the City
released an RFP for a pilot program for scooter and bicycle sharing which would run for
one (1) season, April through November.
Discussion was held about trip charges, deployment, parking, signage, education, and
user rules.

Motion to Enter into a Micromobility Sharing Services License Agreement with
Bird Rides, Inc. for the 2022 Season.

Nays: None. Motion carried.
VII.4. Approval of a Contract for Design Services for a Park System Master Plan
with Confluence; Imihy Bean
Management Analyst Imihy Bean summarized Council Report 2022-034. The Park Board
recommended Confluence to the City Council for creation of the Park System Master
Plan.
Council Member Balan questioned the decision and funding for a Parks Master Plan. Ms.
Imihy Bean explained the compliance with state statute, upcoming projects, a
comprehensive park system and financial management of the park development funds.
Motion by Garrido. Second by Balan.
Motion to approve of a contract in the amount of$130,589 for design services for
a Park System Master Plan with Confluence.

VII.5. Resolution Authorizing Spending of American Rescue Plan Act Funds;
Bishop
Finance Director Bishop summarized Council Report 2022-038. ARPA was signed into
law on March 11, 2021, which included $65 billion in recovery funds for cities across the
country. The City of Hopkins' allocation of the federal funds is $2,018,224.
Assistant City Manager Lenz provided more information on Equity and Work Force
initiatives. She indicated that an RFP would be used to select a consultant. Council
Member Beck requested measurable results with the program to gauge if the program
was successful. Council Member Balan did not feel this initiative was a priority. Council
Members Garrido and Hunke and Mayor Hanlon supported the initiative.
Ms. Lenz also summarized the Youth Workforce initiative. Mayor Hanlon shared
additional information about meetings and conversations with representatives from
Golden Valley, Minnetonka and the Hopkins School District. Council Member Hunke and
Garrido supported the initiative. Council Member Balan shared concerns with ongoing
costs. Council Member Beck shared concerns about the City working outside their role
with a workforce program. All members were supportive of the potential grant
opportunities that may arise from completing part one.
Council Member Beck is in favor of Police Department staffing. He did share concerns
about the potential costs for the long term staff positions. Discussion was held about

implications to future tax levies. Mr. Bishop will be bringing the Financial Management
Plan to the Council soon.

Motion to approve Resolution 2022-028 Authorizing Spending of American
Rescue Plan Act Funds.

Motion to approve Equity Plan up to $40,000 from the ARPA funds.

ANNOUNCEMENTS
Mayor Hanlon provided the upcoming meeting schedule. Director of Planning and
Development Elverum welcomed the community to Clocktower Plaza for an event on April
12 at Noon.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Balan, second by Garrido, the meeting was unanimously adjourned at 8:56 p.m.
