07-15-2008A regular meeting of the Hopkins City Council was held on July 1 5, 2008, in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell and Council Members Brausen, Youakim, Rowan, and Halverson. Also, present were staff members Getschow, Genellie, Stadler, Elverum, Beard, Bradford, Reid, and City Attorney Jerry Steiner. I. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:34 p.m. II. OPEN AGENDA -PUBLIC COMMENTS AND CONCERNS There were none. III. PRESENTATION 1 . Assessing 101 -Hennepin County Assessors Hennepin County Assessor Mike Smerdon gave a presentation explaining the process for determining market value of properties and the process for appealing the assessor's determination. IV. CONSENT AGENDA 1. Minutes of July 1, 2008 City Council Meeting 2. Minutes of July 1 , 2008 City Council Work Session 3. Minutes of July 8, 2008 City Council Work Session 4. Appoint Savan Jain to the Human Rights Commission (Memo) 5. Approve a Temporary Liquor License for St Joseph's Church -Fall Festival (CR2008-066) 6. Authorize On-Sale Liquor Licensees to Serve Alcohol at City Owned Facilities (CR208-065) Council Member Brausen moved and Council Member Youakim seconded a motion to approve the Consent Agenda. A poll of the vote was as follows: Council Member Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. V. NEW BUSINESS 1 . LCDA (Livable Community Demonstration Account) Application for Cottageville Park Expansion (CR2008-035) As a participant in the Livable Communities Act's Housing Incentives Program, the City is eligible to apply for LCDA funds. The LCDA funds development and redevelopment projects that achieve connected development patterns linking housing, jobs, and services. Cottageville Park is a hidden amenity for Blake Rd Corridor residents. Expanding the Park to have street frontage and Creek access is vital to stabilizing the neighborhood and connecting it to adjacent neighborhoods, jobs, and transit. The application will request $550,000 for the acquisition of land and demolition of two duplexes for an expanded Cottageville Park. The application for LCDA funds is to address the first phase of the park expansion. Future phases will include acquiring and demolishing apartments between the park and Minnehaha Creek. Staff is currently investigating possible sources of funding for future phases of the project and has not ruled out asking for additional LCDA funds. Council Member Youakim moved and Council Member Brausen seconded a motion to adopt Resolution 2008-035, indentifying the need for Livable Communities Demonstration Account funding and authorizing an application for grant funds. A poll of the vote was as follows: Council Member Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. 2. Results of Cambridge St Traffic Study (CR2008-068) The traffic study showed that traffic volumes are influenced by Hwy 7 cut through traffic. Nearly all eastbound traffic is at or near the speed limit, while sixteen percent of the westbound traffic is going 40 mph or faster. Both volumes and speed are highest during the noon and late pm rush hours. Staff recommended installing a no right turn sign on southbound Texas Ave at Cambridge St to reduce the number of cut through vehicles and speeders on Cambridge St. The no right turn would be in effect from 1 1 :00 am to 6:00 pm Monday through Friday. Staff also recommended installing a no U-turn sign to prevent drivers from making a U-turn and then a left turn onto Cambridge St. Residents have responded favorably to the remedies. Staff will make the changes. Charles Rogers and Tom Miller, residents of Cambridge St, came forward to support the recommendations. There was no action taken. 3. Joint Powers Agreement with the City of St Paul (CR2008-067) St Paul will host the Republican National Convention in September. The Office of Homeland Security has declared this event a national security event. The St Paul Police Department does not have enough manpower and is seeking an additional 1,000 to 1,500 licensed police officers to fill assignments connected with the convention. The joint powers agreement would allow Hopkins Police Officers to work in St Paul during the event and receive compensation for hours worked during the event from any agreement between St Paul PD and convention organizers. The Republican National Committee would provide additional enforcement liability insurance for officers who are acting under the joint powers agreement. Council Member Rowan moved and Council Member Halverson seconded a motion to approve a joint powers agreement with the City of St Paul. A poll of the vote was as follows: Council Member Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. VIII. ADJOURNMENT There being no further business, Council Member Youakim moved and Council Member Halverson seconded a motion to adjourn the meeting.
