MOTION TO Adopt a Proclamation Recognizing August 16 as YouLEAD 2023 Day in
Hopkins.
OVERVIEW
In 2011 the Hopkins City Council extended an invitation to the government and people of
the City of Boryspil, Ukraine to participate with Hopkins as its Sister City. The purpose
was to create a greater mutual understanding between the people of our two gre at cities
and nations. Since that time, the City of Hopkins has shared their support for the students
of Ukraine by participating in activities for the YouLEAD program organized by the Global
Synergy Group.

Proclamation Recognizing August 16 as
YouLEAD 2023 Day in Hopkins
WHEREAS, in 2011 the Hopkins City Council extended an invitation to the government
and the people of City of Boryspil, Ukraine to participate with Hopkins as its Sister City
for the purpose of creating greater mutual understanding between the people of our two
great cities and nations;
WHEREAS, in 2011 both Boryspil and Hopkins desired to cooperate in the areas of
economic and social issues, youth policy, physical education and sport, and the
implementation of social and commercial projects;
WHEREAS, the City of Hopkins supports the YouLEAD 2023 youth program and activities
that will take place in Hopkins on August 16; and
NOW THEREFORE, I, Patrick Hanlon, Mayor of the City of Hopkins in the State of
Minnesota, along with my fellow Council Members, recognize, adopt, and proclaim
August 16 as YouLEAD 2023 Day in the City of Hopkins, and urge all residents to observe
this day and welcome Ukraine students to our community.
