Minutes of the November 14, 2023, City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 14, 2023 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, October 17, 2023, at 6:32 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Hanlon called the meeting to order with Council Members Balan, Garrido and Hunke attending. Council Member Beck was absent. Others attending included City Manager Mornson, Assistant City Manager Lenz, City Clerk Domeier, Finance Director Bishop, Director of Planning and Development Elverum, Director of Public Works Autio, City Planner Krzos, Planner Howard, City Engineer Klingbeil, Special Projects and Initiatives Manager Imihy Bean and City Attorney Riggs. ADOPT AGENDA The Depot Youth Advisory Board has requested to give a presentation on the 25th Anniversary Gala. Motion by Balan. Second by Garrido. Motion to Adopt the Agenda with the proposed change. Ayes: Balan, Garrido, Hanlon, Hunke Nays: None. Absent: Beck. Motion carried. PRESENTATIONS III.1. Depot Youth Advisory Board 25th Anniversary Gala Update; Imihy Bean Special Initiatives and Projects Manager Imihy Bean and Chloe from the Youth Advisory Board provided information about the gala. III.2. Adopt a Proclamation Recognizing November as Native American Heritage Month; Imihy Bean Special Projects and Initiatives Manager Imihy Bean summarized City Council Report 2023-123. The City recognizes Native America Heritage Month and acknowledges the meaningful and important contributions of Indigenous community members and staff. Motion by Hunke. Second by Garrido. Public Improvement Hearing - 2024 Street and Utility Improvements, City Project 2023-10; Klingbeil City Engineer Klingbeil and Nick Amatuccio with Bolton and Menk summarized City Council Report 2023-117. In accordance with state statutes, the City Council needs to conduct a public hearing and determine authorization of the project. Following the public hearing, if the project is ordered, the City Council is asked to state the City’s intent to reimburse itself using bonds. Mayor Hanlon requested that staff research options allowing 20 years to pay the assessment. Mr. Klingbeil will work with the Finance Director on the request. Mayor Hanlon opened the Public Hearing at 6:55 p.m. Eric Johnson, 8320 Kessler Pond Drive, Victoria, shared concerns about his proposed assessment at 13 7th Avenue North due to the unique layout and setbacks. Mayor Hanlon requested that staff work with Mr. Johnson. Tim Snider, 213 8th Avenue North, shared concerns about the street width changes and potential concerns with snow removal. City Engineer Klingbeil explained the difference in width on 8th Avenue North and snowplow operations. Jeff Urban, 230 8th Avenue North, shared concerns about his shared sewer line and how it would be resolved through the project. Susan Urban, 230 8th Avenue North, shared concerns about narrowing of the streets and loss of trees. Jacque Youakim, 129 7th Avenue North, shared concerns about current sewer lines and materials used when the lines were installed. He thanked the City Council for remedying the problem. Tresca Eswell, 237 6th Avenue North, shared concerns about the assessment she received. City Engineer Klingbeil shared how the side street assessments are calculated. Joe Ose, 13 7th Avenue North, asked about the reconstruction schedule. City Engineer Klingbeil anticipated a schedule in March 2024. Motion by Balan. Second by Hunke. Public Hearing closed at 7:14 p.m. The City Council spoke in support of the project and thanked the residents for participating. Motion by Balan. Second by Hunke. Motion to adopt Resolution 2023-042, Resolution Ordering Improvement, 2024 Street and Utility Improvements and companion Resolution 2023-043, stating the City’s intent to reimburse itself using bonds. Ayes: Balan, Garrido, Hanlon, Hunke Nays: None. Absent: Beck. Motion carried. NEW BUSINESS VII.1. Resolutions Supporting Grant Funding Applications for the Reconstruction of 17th Avenue; Howard/Klingbeil Planner Howard along with Mike Waltman with Bolton and Menk summarized City Council Report 2023-116. With the engagement efforts now completed for this phase of project development, the team shared a summary of engagement results, recommended a proposed preliminary design, and requested resolutions supporting the preparation and submittal of funding applications. The City Council thanked the team for their outreach efforts and supported the initiatives. Motion by Balan. Second by Garrido. Motion to adopt Resolution 2023-041, supporting the pursuit of 2023 Local Road Improvement Program funding. Ayes: Balan, Garrido, Hanlon, Hunke Nays: None. Absent: Beck. Motion carried. Motion by Balan. Second by Hunke. Motion to adopt Resolution 2023-044, supporting the pursuit of 2023 Regional Solicitation funding for the 17th Avenue Improvements project. Canvass Official Results of the November 7, 2023, General Election; Domeier City Clerk Domeier summarized the election returns provided with City Council Report 2023-124. Mayor Hanlon, Council Member Hunke and Council Member-Elect Goodlund were declared winners of the November 7, 2023, election. First Reading: Extension of an Interim Ordinance Authorizing a Study and Imposing a Moratorium on the Operations of Cannabis Businesses within the City of Hopkins until January 1, 2025; Domeier City Clerk Domeier summarized City Council Report 2023-115. Staff requested to extend the moratorium to allow the City to develop regulations on a known and stable timeline. Motion by Balan. Second by Garrido. Motion to Adopt for First Reading Extension of an Interim Ordinance Authorizing a Study and Imposing a Moratorium on the Operations of Cannabis Businesses within the City of Hopkins until January 1, 2025. Third Quarter Financial Report and Public Safety Funding Update; Bishop Finance Director Bishop provided an overview of the one-time public safety aid and proposed uses along with the third quarter financial report. ANNOUNCEMENTS Mayor Hanlon reviewed the upcoming meeting schedule. City Manager Mornson talked about the bond tour with legislators at Dow Towers. He also shared about the Police Department Turkey Bingo.
