1999-022CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 99-022 RESOLUTION CONCERNING ELDER HOMESTEAD EXPANSION PROJECT WHEREAS, the non-profit Volunteers of America is requesting expansion of the Elder Homestead property on Fourth Street North in Minnetonka and abutting the City of Hopkins; and WHEREAS, the City of Hopkins has concerns with regard to the operation and development of this site; and WHEREAS, the City of Hopkins wishes to bring these concerns to the attention of the Minntonka City Council; and WHEREAS, the current proposal for expansion does not improve upon currently inadequate parking and loading facilities so as to reduce conflicts on Fourth Street North and Hilltop Park; and WHEREAS, seven variances were allowed for the initial construction of this facility and an additional two variances are necessary to allow the expansion; and WHEREAS, the City of Hopkins wishes to improve storm water drainage within the abutting neighborhood and has indicated a willingness to work with Elder Homestead and the City of Minnetonka to resolve drainage concerns; and WHEREAS, there is a need for pedestrian and bicycle considerations as part of this development plan. NOW, THEREFORE, be it resolved by the City Council of the City of Hopkins, Minnesota: 1. The City of Hopkins requests that the City of Minnetonka not approve the Elder Homestead application in its current form; and 2. Requests that the City of Minnetonka consider the issues raised in this resolution as part of its deliberations on the proposed expansion project.
