1996-005CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 96-5 RESOLUTION MAKING FINDINGS OF FACT AND APPROVAL OF AMENDMENTS TO THE ZONING ORDINANCE TO ADD A STORM WATER MANAGEMENT ORDINANCE WHEREAS, an application for a ordinance amendment was made by the City of Hopkins to amend the Zoning Ordinance to add a storm water management ordinance. WHEREAS, the procedural history of the application is as follows: That an application for an amendment to the zoning ordinance was filed with the City of Hopkins on February 25, 1994. 2. That the Hopkins Zoning and Planting Commission, pursuant to published and mailed notices, held a public hearing on the application and reviewed such application on March 29, 1994: all persons present were given an opportunity to be heard. 3. That the written comments and analysis of the City staff and the Zoning and Planning Commission were considered. NOW, THEREFORE, BE IT RESOLVED that the application for a zoning ordinance amendment to add a storm water ordinance is hereby approved based on the following Findings of Fact: The City of Hopkins hereby finds that uncontrolled and inadequately planned use of wetlands, woodlands, natural habitat areas, areas subject to soil erosion, and areas containing restrictive soils adversely affects the public health, safety, and general welfare by impacting water quality and contributing to other environmental problems, creating nuisances, impairing other beneficial uses of environmental resources, and hindering the ability of the City of Hopkins to provide adequate water, sever, flood control, and other community services. In addition, extraordinary public expenditure may be required for the protection of person and property in such areas and in areas which may be affected by unplanned land usage.
