A RESOLUTION ADOPTING THE STRATEGIC PLAN FOR ECONOMIC
DEVELOPMENT FOR THE CITY OF HOPKINS.

the City Council of the city of Hopkins initiated
the process of developing a Strategic Plan for
Economic Development for the City of Hopkins in
August of 1991; and
the City council desired to undertake a strategic
planning process for the following reasons:
o Provide a focus and direction for the city of

o Provide an opportunity for the citizens of the
community of Hopkins to help shape the city's
economic development programs and policies.
o Inform the public at large of the purpose and
direction of economic development in the City
of Hopkins.
o Establish a "proactive" approach to economic
development, rather than "reactive".
a strategic Planning Task Force was formed to
assist the City Council with the development of a
strategic Plan for Economic Development; and
the strategic Planning Task. Force developed
a draft plan and undertook a public input process
and submitted the Strategic Plan to the City
Council for its consideration in October of 1992;
and
the City Council accepted the Strategic Plan
for Economic Development on October 20, 1992; and
upon acceptance, the City Council undertook the
process of reviewing and modifying the strategic
Plan as it deemed appropriate.
NOW, THEREFORE BE IT RESOLVED by the city Council of the
city of Hopkins that it hereby adopts the
strategic Plan for Economic Development as a
"blueprint" to guide the City's economic
development efforts over the next 2 to 5 years.

BE IT FURTHER RESOLVED, that implementation of the Plan through
the proposed action steps will occur over time. Various
factors, such as the passage of time, change in
circumstances, or budget and staff considerations, may
and likely will cause adjustments to, or the
development of new goals and action steps in pursuit
of the city's economic development initiatives.
