COUNCIL WORKSESSION
January 14, 1992

A meeting of the Hopkins city council was held on January 14, 1992 in
the Resource Room of Hopkins city Hall. In attendance was Mayor
Ne~son Berg and Councilmembers: Jim Shirley, Bob Anderson, Chuck
Redepenning and Chuck Kritzler. Also in attendance were city staff
Steve Mielke, Tom Harmening, Jim Kerrigan and Paul stienman.

The first item of business was a discussion of the Childs Play Theater
proposal. In attendance was Mr. Steve Barberio Director of Childs
Play Theater. Mr. Kerrigan reviewed the staff report which identified
the costs and implications of various alternatives relating to a
development project in the city of Hopkins. Mr. Barberio indicated
that at least two developers have indicated interest in a large scale
project which would be a major entertainment center including a movie
theater, restaurant, and production theater. After discussion, the
Council came to a consensus to continue working with Childs Play
Theater and to stress the pri vate developer and an entertainment
complex concept. Staff was instructed to continue discussions with
Mr. Barberio and to prepare more information for the City Council on
the public financial implications of this proposal. specifically,
Council would like to see how this proposal would fit in with
financing alternatives of other projects which have been prioritized
in the past.
The second item of discussion was the City Manager's evaluation. Due
to the confidentiality of this issue, the meeting was closed to all
but the City Council and the City Manager.
Mayor Berg presented a summary of the City Manager
evaluation which was conducted on November 12, 1991-
reviewed and agreed with the summary.

Mielke then presented a copy of the summary evaluation form to each of
the Councilmembers and the Council and Mielke discussed the comments
and findings of the summary form. Mielke also presented a set of
proposed goals for 1991 and 92 which was discussed by the City
Council.
