MINUTES
HOPKINS COUNCIL WORKSESSION - DECEMBER 12, 1989
A Council worksession was held in the Raspberry Rooms at Hopkins
City hall on December 12, 1989 at 7 p.m.
Present were Mayor Berg, and Councilmembers, Shirley,
Redepenning, Anderson, and Kritzler. Also present were City
staff members, Genellie, Kerrigan, Fritsinger, and Drill.
Mayor Berg was appointed as legislative liaison for the
Association of Metropolitan Municipalities.
Mayor Berg reported that he met with Mayor-Elect Tim Bergstedt of
Minnetonka. He was optimistic that the current difficulties
between the two cities could be resolved.
I. USE OF TRACTOR TRAILERS FOR STORAGE
Shawn Drill presented the draft of an ordinance to control the
use of trailers for storage. Jim Kerrigan pointed out that
implementing this ordinance would have an impact on the affected
property owners, would require additional resources for
enforcement, and may result in legal challenges.
The Council generally supported the ordinance. councilmember
Redepenning suggested extending the grandfather period to at
least a year. Several Councilmembers wanted to be sure that
businesses could continue to use trailers on a temporary basis.

II. DOWNTOWN REDEVELOPMENT
Jim Kerrigan and Brian Fritsinger discussed development of Block
5, which is located on 10th Avenue South, and the Keefe Property,
on 9th Avenue North and 1st Street North.
Staff thought that a better use could be found for Block 5 but
because of the existing businesses it would be very expensive to
do a project there. possible uses include a theater or an office
building.

III. COMMUNITY CENTER
Dick Wilson, Susan Newville, and John Hutchinson appeared before
the Council to give their view of the purpose and mission of the
Hopkins Community Center. They proposed that it remain a dual
purpose Community center/Senior Center. They admitted that it is
perceived primarily as a Senior Center, but recommended against
any structural changes which would reduce its ability to serve
all age groups.
The Council agreed that it should remain a Community Center open
to all age groups.
IV. TRANSPORTATION FOR SENIORS
Mayor Berg initiated a discussion about providing transportation
for seniors who wish to shop outside of Hopkins. The Council
decided against allowing Hop-A-Ride to go outside of Hopkins for
this purpose. They did encourage staff to investigate the
possibility of providing buses for seniors who wish to visit
shopping malls. The money for the buses would come from the
seniors and non-profit groups.
