06-13-1989 WS --. .... MINUTES COUNCIL WORKSESSION MEETING - JUNE 13, 1989 A Council worksession was held at 7 p.m. June 13, 1989 in the Hopkins City Hall Community Room. Present were Anderson, and staff members Jim Genellie. Mayor Milbert, and Councilmembers Kri tzler , Shirley. Also present were City Manager Rapp and Steve Mielke, Jim Kerrigan, Gordon Anderson, and I. Discussion - City Hall Landscaping Plan David Kirscht presented landscaping plans, plans for signage and increased parking. Mr. Kirscht also proposed the concept of an underground irrigation system. The City Council had concerns about the cost of the project and whether there would be adequate space for fire department parking. Staff promised to talk to the fire department before proceeding with any change in parking. Staff also discussed the possible movement of the veteran's memorial in order to free up more space for signage. Staff will be in touch with the Veteran's groups prior to making any decision on this. II. Discussion - Ordinance regulating Mobile Home Parks The proposed ordinance, which is patterned after state statute, has been discussed with APAC, other home owners and the park owners. Staff feels that the City has a duty to improve living standards in the park. The only way to accomplish this is for the City to take over inspection of park. The Council had concerns about the impact of such an ordinance on park residents. Staff will conduct an impact analysis of the proposed ordinance. Staff will also look into any loan programs available for mobile home owners. III. Discussion - Super Valu Traffic Plan Representatives of Super Valu and Barton-Aschman presented plans for improving access to the Super Valu sites. The basic problem addressed was Super Valu traffic across Excelsior Boulevard. Other concerns included non-local truck traffic getting lost and ending up in residential areas and easier access to Excelsior from the neighborhoods. COUNCIL WORKSESSION JUNE 13, 1989 Page 2 Super Valu wishes to move forward with an access road at the Hopkins train station site. They recommended that the City leave other changes for 2 or 3 years in the future. At that time Super Valu will have a better idea of the future of development north of Excelsior Boulevard. Residents had concerns about making left turns along Excelsior and the staging of trucks on Milwaukee. Staff will discuss the proposed project with representatives of Super Valu and Barton-Aschman. They will look in to making a cul-de-sac on either Milwaukee or Monroe or both. Staff will bring this back to the Council on June 20th. IV. Discussion - Sports Dome Proposal Jim Kerrigan introduced representatives of Inside Sports. Inside Sports is proposing a domed softball field on the old landfill site on 7th Street South. Don Monson and Dennis McEvoy presented Inside Sports proposal. They listed the following advantages to the City: Youth Training Facility Itself Economics - Host tournaments state & national The Council had questions concerning the financing of the dome, the impact on the adjacent residential areas, and the impact on the other recreation areas. The Council also had concerns about the environmental problems with the landfill. The Council requested that Inside Sports make their proposal to the Park Board. V. Discussion - Storm Sewer utility Gordon Anderson began with a Harley Hopkins Holding Pond update. wi thin 2 to 3 weeks our consultant should have a proposal to present to the City Council and School District. . ... COUNCIL WORKSESSION JUNE 13, 1989 Page 3 Mr. Anderson then went on to explain the concept of a storm Water Drainage utility: -Method to fund present and future storm water improvements -Current system depends on General Fund - property tax -Property owner to be charged on type of land use and size of parcel -Allow charging tax exempt properties for some of this cost -Such a utility is necessary because the City will not be able to levy for current and anticipated costs -Credits would be given for water retention on properties The Council had questions about the costs of such a util i ty . staff will have better financial information when the proposal is presented at a City Council meeting. The city Attorney will be asked to look at the proposed ordinance. VI. Discussion - Personnel Policy The Council agreed that the Personnel Policy should be removed from the City Code.
