1989-038 CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 89-38 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING ZONING AMENDMENT TO ALLOW BANNERS/TEMPORARY CIVIC SIGNS ON MAINSTREET IN THE B-2 DISTRICT WHEREAS, an amendment to allow Banners/Temporary Civic Signs on Mainstreet in the B-2 District is approved. WHEREAS, the procedural history of the application is as follows: 1. That an amendment to allow Banners/Temporary Civic Signs on Mainstreet in the B-2 District was initiated by the City of Hopkins. 2. That the Hopkins Planning Commission reviewed such amendment on May 30, 1989. 3. That the Hopkins Planning Commission, pursuant to published notice, held a public hearing on May 30, 1989: all persons present at the hearing were given an opportunity to be heard. 4. That the written comments and analysis of the City Staff and the Planning Commission were considered. NOW THEREFORE BE IT RESOLVED, that an amendment to allow banners/temporary civic signs on Mainstreet in the B-2 District is approved with the following Findings of Fact: 1. That temporary civic signs across the right- of-way should be controlled to prevent sign pollution. 2. The height of temporary civic signs should be controlled to prevent obstructions to emergency vehicles. 3. That because temporary civic signs are placed across the City right-of-way, the City has control of these signs. Adopted this 6 day of June, 1989. ~ Donald J. Mil n
