1989-032 CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 89-32 RESOLUTION REQUESTING THE HENNEPIN COUNTY REGIONAL RAILROAD AUTHORITY (HCRRA) TO RELEASE THE RIGHT-OF-WAY OF THE NORTHERN ROUTE OF THE SOUTHWEST CORRIDOR FROM COUNTY ROAD #3 TO THE INTERSECTION OF FIRST STREET NORTH IN HOPKINS IN EXCHANGE FOR THE RIGHT TO USE 9TH AVENUE AND THE COUNTY ROAD #3 BOULEVARD FOR LIGHT RAIL TRANSIT USE WHEREAS, Hennepin County has purchased a railroad right-of-way which runs through Hopkins, and WHEREAS, the right-of-way dissects the Hopkins Central Business District at an angle which is disruptive to the development activities of the Hopkins downtown area, and WHEREAS, the City of Hopkins has commissioned a study from Mr. J. J. Bakker, Stanley Associates Engineering, which recommends a route on 9th Avenue as a better alternative to the northern route. NOW, THEREFORE, BE IT RESOLVED, that the Hopkins City Council requests that the HCRRA agree to release the right-of- way of the northern route of the southwest corridor from County Road #3 to the intersection of First Street North and 9th Avenue North and the County Road #3 Boulevard for Light Rail Transit. BE IT FURTHER RESOLVED, that the City of Hopkins agrees to make 9th Avenue from County Road #3 to First street North and the city owned boulevard from State Highway 169 to 9th Avenue available for light rail transit use.
