" V o o ,MINUTES OF THE AUGUST 9, 1988 COUNCIL WORKSHOP MEETING .ACouncil Workshop meeting was held on August 9, 1988 at 7 p.m. in the Conference Room of City Hall. p~esent were Mayor Milbert and Councilmembers Anderson, K~itzler, and Shirley. Councilmember Redepenning was a~serit. City staff members present were Rapp, Mielke, and .K~rrigan. Mayor Milbert called the meeting to order at 7 p.m. DI'SCUSSION - LANDFILL PROJECT Representatives from RCM and Braun Environmental Laboratories were present to update the Council on the progreSs of the landfill project. They reported that they have been working to find all the wells in the area to see thjit they,have been properly abandoned and have been testing for decomposi~tion gases in the area. The monitoring system in the landfill has fallen into disrepair and is no longer suitable due to changes in monitoring technology. Braun will install an adequate water monitoring system. RCM reviewed existing information regarding gases in the landfill and will install gas monitoring probes so that more information can be obtained for a report to the MPCA. TAX INCREMENT FINANCE POLICY Jim Kerrigan reviewed the proposed Tax Increment Policy with "the Council. with a few changes in the language, Council ,generally agreed with the policy. The policy will be placed 'on..the next Council agenda for formal adoption. ISION OF TEMPORARY PARKING PLAN Jim Kerrigan reported that the contractor of the parking ramp has asked to be allowed to begin construction of Phase II of the parking ramp prior to Phase I being open for parking. This would mean that one additional row of parking in the Phase II area would be removed from use on August lOth. All of the ~emaining parking in this areas, except for the one row directly adjacent to the NorWest Bank Building would be removed from use on September 5th. By being allowed to begin on Phase II, the contractor would be able to finish the whole project at an earlier date and hopefully avoid delays because of weather. The Council agreed toallowt~e contractor to begin Phase II. The staff will work with businesses in the area to provide for adequate temporary parking. .~.. ~. l o .0 CAPITAL IMPROVEMENT PLAN steve Mielke reviewed the proposed Capital Improvement Plan with the Council. The plan was furnished to the Council in draft form so that they would have an opportunity to study it before final adoption. It was agreed to have the Task Force look into the ice arena/recreation center project. DISCUSSION - CITY HANDBOOK A copy of the proposed City handbook was presented to the Council. The Council approved the idea of a handbook and agreed that it should be of good quality and directed staff to proceed with the project. DETERMINE DATES FOR GOAL SETTING TEAM BUILDING SESSION f' U Council identified the dates of October 21, 22 for the goal setting/team building session.
