04-12-1988 WKSP l' '"' MINUTES OF THE APRIL 12. 1988 HOPKINS CITY COUNCIL WORKSHOP MEETING o A Council workshop session was held in the Conference Room of Hopkins City Hall at 7 p.m. on April 12. Present at the beginning of the meeting were Mayor Milbert and Councilmembers Kritzler, Redepenning, Anderson and Shirley. Also present were City staff members Rapp, and Genellie. I. JAYCEES USE OF THE BARN FOR DANCES The Hopkins Jaycees requested use of the Barn for their Raspberry Festival dance. The building inspector determined that the barn should be brought up to code if it is going to be used for dances. o Donna KeIser, Don Severson and Shirley Finger appeared to represent the Jaycees. After a lengthy discussion, the Council determined that use of an alternative site should be explored and that staff should see what the cost would be to make the barn suitable for dances. II. FLAGS ON MAINSTREET Hopkins Mainstreet Community Promotions (HMCP) requested that the City store and place 39 American flags along Mainstreet from 4th to 13th Avenues on 16 major holidays. The Council approved storing the flags and placing them on Mainstreet on the following holidays/events: st. Patrick's Day, Memorial Weekend, Flag Day, Fourth of July, Raspberry Festival week and Veteran's Day. If HMPC desires to have them up on other holidays, it would be necessary for them to apply and, if approved, there would be a $100 charge for putting them up. III. LICENSING OF SOLICITORS o Councilman Redepenning reported complaints from local merchants about solicitors coming into their place of business and approaching them and their customers in attempt to sell various wares. The Council agreed to refer this to the City Attorney to prepare an ordinance to deal with this problem. IV. BEER LICENSES FOR SPECIAL EVENTS The present fee for temporary beer licenses for special events is $25 per day. Councilman Kritzler requested that c o o 4.1 . v . SPECIALTY BLOCK/MAINSTREET Staff members Steve Mielke and Jim Kerrigan entered the meeting at this point. Steve Mielke asked for direction from the Council regarding the disposal of city-owned buildings on Mainstreet. The Council agreed that before a determination was made, they would like to get the results of the market study. The market study should be completed approximately May 12. rn the meantime, staff will be working with the City Attorney to take care of all legal details in connection with the sale of the property, and will prepare offering statements. VI. LEAGUE OF MINNESOTA CITIES WEEK The Council discussed becoming involved in League of Minnesota Cities Week. They felt that we should be involved in this activity.
