03-22-1988 SCM MINUTES OF THE MARCH 22ND SPECIAL COUNCIL MEETING A special meeting of the City Council of the City of Hopkins was held on March 22nd in the Conference Room of City Hall. ., Present were Mayor Milbert, Councilmembers: Redepenning, Kri tzler, Anderson, and Shirley. Also present were City staff members, Rapp and Mielke. APPEARANCE OF COMMISSIONER JOHN KEEFE Commissioner John Keefe appeared before Council to update them on the actions taken on the County level that affects Hopkins. CONSIDER SERVICES OF ENGINEERING SERVICES The City received a letter from the Minnesota Pollution Control Agency ordering the City to monitor and take remedial action to correct ground water and methane gas problems which may exist at the landfill. Staff asked Council approval to hire Braun Engineering and Larkin Hoffman Daly Lindgren Ltd. to assist the City in negotiating with the MPCA on this matter. Mr. Redepenning moved and Mr. Anderson seconded the motion to approve hiring Braun Engineering and Larkin Hoffman Daly Lindgren Ltd. The motion carried unanimously. CONSIDER STOP SIGN LOCATION - 5TH AVENUE SOUTH & 3RD STREET SOUTH o Because of the construction going on in Hopkins, staff asked Council approval to erect a stop sign at 5th Avenue South and 3rd Street South to enhance safety during the time that detours required. Council approved this request. DISCUSSION - PARKING RAMP P. S. Vedi and Company displayed the concept plans for building a parking ramp on lot 400. P. S. Vedi reviewed the plans with the Council and asked for approval of the plans. Mr. Shirley moved and Mr. Redepenning seconded the motion to approve the concept plans for the parking ramp.
