A Council workshop meeting was held in the Conference Room
of City Hall at 7 p.m. on February 9, 1988.
Present were Mayor Milbert and Councilmembers Redepenning,
Kritzler. Also present were City staff members Rapp,
Mielke, Johnson, Liddy, Teclaw, Therkelsen, and Dick Wilson.
I. REVIEW PLANS - CITY HALL REMODELING
Steve Mielke reviewed with the Council the, plans for the
remodeling of City Hall. He explained that there isa
definate need for a physically handicapped accessibility to
both levels of City Hall. This could be done by (a) ramped
conncectionbetween eas-t parking lot and main entrance. New
raised landing at .main entrance. . (b) Installation of a
passenger elevator immediately inside the main entrance.
There is also a need to:
Consolidate operational City departments for functional
efficiency.
Augment meeting/conference areas.
Maximize multi-use of public areas.
Provide Council Office
Provide public toilets on upper level
Develop flexible and expandable. office space.
Relieve cramped Police Department conditions.
Provide direct public access to Police Department from
outside.
Provide controlled access to and from public areas in
building.
Staff recommended that the expansion of the Police
Department into the . existing lower level be done first.
This would cause the least disruption to the functions of
the City.

After lengthy discussion, Mr. Redepenning moved and Mr.
Kritzler seconded the motion to authorize staff. to proceed
on the lower level renovation. The motion carried by
\ unanimous consent.

II. DISCUSSION - RADIO TOWER
The new radio system for the City requires the installation
of a 120 ft. high tower. The Police Department recommended
that the tower be placed on the City Hall site. Mr.
Therkelsen pointed out alternative sites that could be
used for placement of the tower. Other sites would require
the installation of telephone wires, and would be more
costly. The consensus was that the tower should be placed
next to the police station.

III. GOLF FEASIBILITY STUDY
Steve Mielke reviewed the findings of the Golf CoUrse
Feasibility Study with the Council. The five steps taken in
the study were:
1. Land use evaluation
2. Golf Course Concept Plan
3. Golf Course Expenses
4. Golf Course Competition
5. Projections and Recommendations
The - feasibility report indicates that a golf course would
~ave an operati~nal surplus over a 20 year period.
The Council agreed that it is necessary to assess the
public's support of a golf course.
IV. CITIZEN'S SURVEYS
A variety of local issues are currently being discussed
which have major impacts on city of Hopkins residents. It
was agreed that a survey should betaken to get input from
the residents. .
Staff furnished the Council with a sample survey from
another municipality, and recommended that the City conduct
a citizen attitude survey with the assistance of a
professional surveying consultant.
Council asked staff to begin the selection process for a
consultant to conduct the survey, and return to the Council
at the March 1st Council meeting with recommendations.
The meeting adjourned at 9:30 p.m.
