MINUTES OF COUNCIL WORKSHOP MEETING OF APRIL 15. 1987
A special workshop meeting of the City Council was held on April 15,
1987 at 5:30 p.m. in the Manager's Conference room at Hopkins City
Hall.
Present were Mayor Lavin, Council members: Redepenning, Milbert,
Shirley, and Anderson. Also present was City staff members: Rapp,
Genellie, and Thiel.
1. The meeting was called to order at 5:30 p.m.
2. GENERAL DISCUSSION:
a. Sandblasting/painting - 906 building
The Public Works department cleaned the side of the building and
Council agreed to do nothing more with the building at this time.
b. Boards & Commissions
According to a City resolution limiting the number of years a
~ member can serve on a Board/Commission, it was determined that
some of the members of the Park Board and civil Service
Commission need to be replaced.
The City Attorney is preparing an ordinance to cover the number
of terms which can be served on each Commission. The consensus
of the Council was that the number of years should not exceed 5
years, or two two-year terms, plus finishing a term of 1 year or
less.
c. Use of barn / upgrade facilities
The Centennial, Raspberry, HMP groups are all talking about using
the barn for a dance rather than using an outdoor location. If
this were to be done, there would have to be some modifications
made to the barn (addi tional exits, etc). The Council was not
opposed to further investigation into this matter.
d. Logo Contest @ Community Center

The program supervisor at the Community Center devised a plan to
have a contest to pick a logo for the Community Center. The
Council felt that this idea should have been passed on to the
Park Board for approval before implementing the idea. It has
however been advertised and logos have been submitted. The
Council agreed that the results of the contest should be
submitted to the Park Board for their recommendation and the
final decision should be made by the Council.

e. pins and Patches
staff asked Council if they should order more raspberry patches
and Hopkins pins.
The Council felt that the patches did not serve a purpose but
that the City should have a supply of the Hopkins pins on hand
and distribute them at the discretion of the the Council and
manager.
3. RIGHT- OF- WAY MAINTENANCE
staff prepared a memo to the Council pointing out some right-of-
way areas which have caused some maintenance problems,
specifically the berms, one along the west side of County 18 from
Mainstreet to CSAH 7 and along the south side of CSAH 7 from
County 18 to 5th Avenue North. The City has taken the position
that this is a state/County responsibility. However, the
state/county does nothing to maintain these areas and the
residents adjacent to the areas have complained many times to the
City about the condition of the berms. If the City wishes to
take the responsibility for maintaining the berms, it would need
to purchase appropriate equipment for this task.
In discussion of this subject, Council suggested contacting the
County/State to see if they would pay part of the costs of
maintaining the state/County right-of- ways. Part of the
discussion included the possibility of the City purchasing a
piece of equipment to make the maintenance of the slopes possible
for the City crews.
Mr. Anderson moved and Mr. Milbert seconded the motion to accept
the staff recommendation to lease a Hustler 602D with flail deck
and rotary mower deck. A poll of the vote was as follows: Mr.
Anderson, Aye; Mr. Shirley, Aye; Mr. Redepenning, Aye; Mr.
Milbert, Aye; Mayor Lavin, Aye. The motion carried unanimously.
with this piece of equipment the City crew would maintain the
areas in question and would continue to pursue some type of help
from State/county to alleviate some of the costs to the city.
The question of whether to buy this equipment could be evalua~ed
at budget time.
4. CONSENT AGENDA
The idea of using a consent agenda for Council meetings was
discussed. Council agreed that using a consent agenda would be a
good idea and should shorten the time of the meetings.

5. COMMUNITY INFORMATION ALTERNATIVES
Staff suggest d that the City print a handbook for new residents
(as well as old residents) to update them on services offered by
the City, and who to call for specific questions. The handbook
would include a separate insert with the names of the current
Council, City manager, City staff, Boards and Commissions, etc.,
to be updated on a yearly basis.
The Council agreed unanimously that this was a good idea and
staff should proceed to prepare a sample for their approval.
The Council discussed the possibility of publishing the
Newsletter more frequently. The Council asked staff to explore
this possiblility, or an alternative method of getting more
information to the pUblic.
Mr. Redepenning inquired if the City wished to place an ad in the
"Music in the Park" program. The Council agreed that this should be
done.
The meeting adjourned by unanimous consent at 7:15 p.m.
